The Engineer talks in a lazy sort of slow drawl. For those who are into musicians, imagine Tom Waits' Eccentricity matched with Billy F. Gibbons (ZZ Top)'s slow drawl and utter Badass/Cool way of being.
Bio:
Not much is known about the recluse mechanical genius that is The Engineer. The big rumor is that he was a simple fellow named Norville Rogers, a southern boy from Mississippi who at a young age was raised by his father (Gunnery Sergeant Levon Rogers, USMC), his stepmother (Gina L'amour, a Cajun/Choctaw woman) and lived with his stepbrother, Arell.
Arell and Dundee had a very interesting childhood, Arell playing Huck Finn to Dundee's Tom Sawyer, playing in the swamps of Southwest Louisiana and East Texas between rigorous training with Sgt. Levon and school. However, over time, when the boys graduated high school, Arell and Sgt. Levon had a falling out, causing Arell to bail out into the swamps, following his path to become a bounty hunter. Dundee on the other hand, went to UMBC and got a Masters in Mechanical Engineering and a double-minor in Philosophy and Jazz Bass. For years, Dundee would play bass with Arell and another childhood pal in a multitude of bands in the south when not bounty hunting. However, when money got tight, Dundee took a job with the circus to help make ends meet . . . but around that time . . .
The mutations got set in, Arell got harder to come to terms with, and when Arell snapped, the two had a falling out . . . also didn't help that Arell started getting a strange mutation into a being that Dundee described as "an alligator trapped in a man's body" from the radiation. Arell later died taking out a Corrupt Government Organization after finding out they were connected to Cuba's "communist" dictatorship, Dundee started drinking hard, the process seemingly aged himself to what he looks like today.
He uses his Mechanical know-how to repair vehicles and weapons as well as provides some good wit and psychology to the situation. Residing in a service station, he continues his studies in his spare time, perhaps also working on a cure for overexposure to the radiation, but in the meantime, settling for Mechanical work and inventing.

The Engineer has no particular powers. He's merely a blue-collar genius.
Relevant Skills (Anything they were taught to do that is not related to powers; i.e. hacking, cooking, survival skills, first aid, etc.):
Mechanical skills: Need your car fixed? You got it. Need that car to turn into a war machine that can crack open a can of whupass at the push of a button? You got the cash or something to trade and he'll throw in flight for free! This also works for operating the equipment, too.
Cooking: The man's pretty talented with cooking. He's self-taught in how to cook, and has a distinct style that blends Teppanyaki's cooking method with Cajun and Creole ingredients. He does this on a customized griddle made from his brother's beloved 1948 Packard, nicknamed "Maude" . . . which is known for flaring up, providing one hell of a show for people he lets stick around.
Survival Skills: The man lives in an abandoned gas station and not only survives but THRIVES! While not necessarily best at the textbook survival, his training through his father and the life he led in the bayous had given him a higher chance of survival in many places.
