One of the few cities in the southern hemisphere that remains intact. And just barely. People scrape by in a very third-world style, cobbling together any and all pieces of convenient life they can scavenge from nearby ruins and the like. Not highly populated, but definitely a cesspool as far as crime goes. Gangs rule this place, and the constantly warring factions make going anywhere without getting shot... Incredibly difficult.
