The only positions that this guild will use are the Captain and Vice Captain positions and they are reserved for Village Council Members.
The reason is because the only restriction that can be placed on a forum is Crew only, while I would like the contents of the restricted forum's in this guild to be viewable only by the Village Council Members.
Also, congratulations on being over half way finished with the jutsu list! But I believe you will come short on your goal of finishing it by the end of today.

Inspiration struck me as I was sitting in the sun waiting for my girlfriend to let me in to her apartment for an hour. A great theme, supported by the manga and anime, for Konohagakure is Elemental Mastery. The first 3 Hokage's were all masters of a specific element and there are a number of clan's and individuals who specialize in a specific type of elemental jutsu.
For example:
Uchiha's specialize in fire jutsu. This seems contrary to what many people know about the Uchiha, but a right of passage for young members of the clan is the ability to use the Fireball Jutsu.
Asuma Sarutobi and his father the Third Hokage were both masters of Wind elemental jutsu.
There are many other examples in the village, but I don't feel like doing the research ATM. Juts saying, it's a pretty solid theme.

For chakra usage, describe how the jutsu incorporates the elements of chakra. For example, is it converting spiritual energy to a physical element, or enhancing physical energy, or manipulating spiritual energy, etc.

So, when you'd said that members of that communal council for all the villages couldn't be characters in power, that means JUST Kages/Village Leaders, correct? Or could that also transfer back to Special Ops, Jounin, or major canon characters as well?
Plus, I think we should change the name from Village Council Member to Village Ambassador. Sounds cooler.
And I'd nominate Kakashi to be an Ambassador, if he has the time. Anyone to support my nomination?

A valid question Temari. I have updated the rule to be more specific: Rules:
Village Council Members may not be a Leader or Supervisor within any Village or Organization. I will probably take your advice and change the name in a little bit, there is a lot of documentation that will need to be updated. For now the following applies for Village Council/Ambassador positions. Village Council Members are responsible for determining the need for additional Village Council Members. If it is determined that a new Village Council Member is necessary, they will be elected by a majority vote within the community. While the first three village's are being formed I do not see it being strictly necessary to have more council members, as the work load is incredibly light, but I do plan on asking for 1-2 more after all of the villages have created a rough draft of sorts in order to help with overseeing the process and to get more opinions about what they should do in their proposals before going live. For now, there is a committee that needs additional members (NPC committee) and while The Third Tsukikage has already completed his application, I believe that Lomarco and Cash could use some assistance in the process for anybody who wants to help out. I do have a sneaking suspicion that somebody will come forward wanting to build Konohagakure soon and due to the touche nature of the village I am in a sense using Iwagakure, Getsugakure and Otogakure as a testing grounds to make sure everything is tight. Not that I don't think whomever ends up leading Konohagakure will do a good job, but the fact that it is the most recognizable village means that I want it to be very solidly build.

I talked with Vintrict today, and he wasn't entirely sure of what he wanted his obligations to be. I'll do my best to get him moving, and possibly help him put the thing together.
For now, we're just using the old thread to get reaccumulated with it before we start a new one.
