Village Leader Title: The title of your village leader both in English and in Japanese. If there is a better translation available for the title of your village leader we will find it for you.
Village Location: A map of the ninja world marked with the location of your village. Special exceptions will be made for villages located in lands adjacent to the ninja world map and for villages who's location changes.

Village Map: A detailed map with all major landmarks in the village clearly defined and a brief explanation of what makes each landmark important to the village. Please include some history behind the landmarks and any special events or groups who utilize the landmark routinely.
Village History: A 10+ year history of the village. If the village is younger than 10 years old, provide details about what caused the village to be formed when it was.
Village Alignment: The general alignment and disposition of the village. If there are different groups within the village who have differing alignments, please specify. Alignment can be as simple as 'good' and 'evil' or complicated, depending upon what is needed.
Village Theme: An in-depth explanation of the theme for the village and an action plan on how you expect to enact that theme. If possible include sub-themes in order to help clarify upon the main theme.
Village Supervisors: Village supervisor positions and the responsibilities that each of these positions entails either in character, out of character or both.
Village Recruitment Focus: What sorts of threads are you going to focus your recruitment efforts in? This process can either help or hurt your ability to stick with the village theme, so the faster that you determine your recruitment focus, the faster you can begin pulling in the types of role players that your village is specifically looking for.
Village Common Jutsu: A long (30+) list of jutsu that are specific to your village. The following information should be provided about each jutsu on the list:

Rank: What rank is this jutsu and what level should members of the village be in order to be allowed by the village to learn the jutsu.
Availability: Is everybody forced to learn the jutsu or must it be taught to them and by whom can it be taught?
Tie to Theme: How is this jutsu tied to your village theme? We want to know that you understand what it is about the jutsu that makes it important to the theme of the village.

Village Minor Advancement: What test must Academy Students undergo in order to advance to the rank of Gennin in your village? Please be as detailed as possible.
Village Exemptions: If you feel that your village should be exempt from certain village rules, please specify with a good explanation as to why they should be exempt. Please note that while we will occasionally grant these exemptions for the good of the story, they will be very rare and far between, so try not to be upset if your exemptions are not accepted.
Village Changes: Method necessary to make any changes to this form for the village. This method must be agreed upon both by the village leaders and the Village Council and will be ratified every time there is a change in the Village Leader position.
