This power allows the speedster to run 250mph (2,500 feet per round!). When used with move by attack the speedster can literally come out of nowhere, hit their foe, and move far away out of most foes attack range.
Note this is standard ground speed, not running speed. This means a speedster using an accelerated movement can move 500mph (500 feet per round/full round action) or use an all out movement to move 1,000mph (10,000 feet per round! Though note you can only do so for a number of rounds equal to your con score, see
"movement" for more details.)

This power allows the speedster to deliver a strong punch despite his/her low strength. However if he's held, snared, or otherwise can't move it doesn't work, this was made as a "limited" flaw to represent that the power of the punch comes from him/her being able to run very fast and use that speed to hit hard.

The speedster can run around a foe so fast that can create a literal vacuum sucking away all the air around them and suffocating them. They MUST be able to move (aka not grappled or somehow else held down/hampered) else wise they can't move fast enough to create the Vacuum.
While the ability is sustained the user "must" stay within range of the target to maintain the vacuum. Activating the power is a standard action however sustaining it is a free action meaning they can continue to run circles around their foe suffocating them while punching them after it is being sustained.
