Okaaay... This has a lot of inconsistencies, so I'll just try to nail them one by one.
First of all, his age. As I said to kyo_the_dogdemon earlier;

That brings me into my next point; him
knowing about Taurica Nesos. No. This would not happen. They are an INCREDIBLY secret race, with vast amounts of power and money. There would be no documentations of any of their experiments anywhere online or elsewhere, nor connections of them conducting their experiments. They
have the money to hire people to keep their truth unknown - and they do.
All in all, this needs a lot of work. I'm not looking for Pokemon-esque "Haay, let's go on an adventure!" little kid characters. This RP is SERIOUS BUSINESS, and it calls for somewhat more mature, and developed characters.
xd Don't worry, though - just keep working on it, and don't be afraid to ask other members of Taurca Nesos (especially those who are already approved) for editing advice!
