When role playing on-line, who gets to decide what time it is or when, for example, the day changes? Is it whoever wants to specify the time or date, or is it the person who has made the game?

If the person who made the role play decided to tell when it is, then they may do so. But you can also just go with the flow of things, so When you get tired of whatever day you're on you can change it.
