To keep things fair in the SNN and the guild, there are specific rules regarding characters and what can and cannot be done with them. Since you are required to create your own character, this thread will serve for both rules, and to help walk newer members through the process of creating a character. I'll take it in small steps, separating by posts different sections. I'll start with the basic rules to consider before starting. Also, if any of this seems confusing, check out wikipedia.com for some more info, or pm one of the crew for help.

~~~~~~~~~~~~~~~~~~~~
1. Your character must be your unique creation. You are not allowed to RP as any of the characters from the Naruto series. After all, the storyline for the SNN is set 300 years after Naruto first participated in the Chuunin exams. So in all likelyhood, the entire cast of Naruto is long deceased (dead).
------------------------------------
2. If your character wishes to be a member of a clan or bloodline from the Naruto series, you must request it from either a CAPTAIN or VICE-CAPTAIN. Nobody else. These clan include everything from the Nara clan, to the Uchihas, to the Hyuugas.
At the same time, there are a few bloodlines that will be banned based on their difficulty to RP fairly. The off-limits bloodlines are Kaguya's Shikotsumyaku limit, and the Kekkei Genkai of Ranmaru. The Kurama bloodline MAY be allowed, but under strict circumstances.
------------------------------------
3. Any custom bloodlines MUST be approved by either a CAPTAIN or VICE-CAPTAIN. These will be determined on a case-by-case basis. If the Kekkei Genkai needs some adjusting, the captain or vice-captain will be glad to help you adjust to make it a little more reasonable.
------------------------------------
4. Your rank will be up to the kage of your village. Unless they say otherwise, you start out as a genin. There are chuunin exams every so often, but otherwise, it's up to your kage.
This is the format that should be used when posting your character information. The following posts will describe what each part is, and some of the rules regarding them.
~Name~
This one should be easy. Just create a name for your character, first and last name. If you are a member of a clan, that will serve as your last name. For instance, if you are a member of the Uchiha clan, then your last name will be Uchiha, unless you are married.
~Clan~
This part is only needed if you are a member of a major clan. Just because you have a bloodline limit, does not necessarily mean you are in a clan. For instance, the 1st hokage had a bloodline limit, but he wasn't in a clan.
~Gender~
This is easy. If your character is a guy, put "Male". If your character is a girl, put "Female".
~Age~
For the most part, you can just pick an age, but pick an age within the age range of your rank. This is simply so that we don't have members being a 10 year old Jounin, which is just ridiculous. Below is the ranges for the different ranks.
Genin: Between the ages of 10 and 18.
Chuunin: Between 14 and 40
Special Jounin: Minimum 17
Jounin: Minimum 17
Sannin or Higher: Minimum 18
~Appearance~
If you have a picture of your character, post it. Otherwise, just describe what they look like, such as height, body type, and what they usually wear. Do not use pictures of Naruto characters that depict any of the characters from the series. You are, however, free to use pictures of other characters from other series, such as Bleach, Full Metal Panic, etc. If you want to use a gaian avatar, check out tektek.org for a avi creator.
~Village~
This is the first thing that you should have decided. After all, it determines which guild you wish to join. The villages available are listed on the main page of each guild. Just put here which village you are a member of.
~Rank~
Unless the kage of your village says otherwise, you start as a genin. You may pm the kage to request a different rank, but that is entirely up to each individual kage.
~Teammates~
You may choose to have teammates, and for the chuunin exams, you may be required to have them. They can be just about anyone, so long as they are an equal rank. Kages and Sannin are considered equal rank, the same goes for Special Jounin and ANBU. Make sure that your teammates agree to be on your team before listing them as teammates.
~Elemental Affinity~
In the world of Naruto, most jutsu fall under one of 5 different elements; Fire, Earth, Wind, Water, and Lightning. You need to choose one of these as your main element, and you may have one additional element as a sub. Each element has a strength and a weakness. The weaknesses below are listed with the arrow pointing towards the element the previous element is weak against (so water is strong against fire which is written as "water->fire".
Water->Fire->Wind->Lightning->Earth
These will determine what types of specialty jutsus you can learn. Say, for instance, that you are a genin with fire as your elemental affinity, and wind as your sub. Because fire is your main element, you can learn fire jutsu of your rank without too much trouble (unless there are specific requirements for them). You may learn one to two jutsu at one level above your rank (in the example, you are a genin, so you may learn up to 2 Chuunin level jutus). You can also learn almost any of the lower rank jutsu of ranks below yours (in this example case, none).
Now, this does NOT mean you can learn ALL of the jutsu available, as some may require a bloodline to use, learn, or master, even if they are at your level.
In the case of a sub-affinitity, you may learn only jutsu up to your rank, and no further of that element.
On a side note, some Bloodlines and Clans have a set affinity for one or two elements. For instance, the 1st Hokage's Wood Release Bloodline limit is made of Water and Earth Chakra, where as the Uchiha's Main element is always Fire. Most medical ninjutsu is based on water, but can be based on other elements.
For a list of jutsu and what rank they are, visit http://en.wikipedia.org/wiki/Jutsu_(Naruto)
For a bit more detailed description on elemental affinites, visit: http://groups.msn.com/-NarutoTenkai-/affinity.msnw
As a side note, the only time elemental affinities are a factor are when the jutsus are "Elementally based". In the anime, there are two forms of chakra manipulation, form and composition. Form is just changing the shape, while Composition is changing the elemental properties of the technique. Using a jutsu that shapes a form (the water dragon jutsu for example), you do not need to be of that element, you just need to know how to shape the chakra (and with the Water dragon Jutsu, you need a large amount of water nearby).
~Specialties~
This is just a short list of which aspects of being a ninja your character is best at. For instance, Rock Lee specializes in Taijutsu alone, where as Sasuke is skilled in both Ninjutsu and Taijutsu. In the case of Shikamaru, he is skilled in strategy and Hijutsu. Among others, some of the most common specialties are: Ninjutsu, Taijutsu, Genjutsu, Puppets, Weapons, Fuinjutsu (Sealing techniques), Hijutsu (advanced clan techniques such as Shadow Possesion Jutsu).
~Kekkei Genkai~
This is the section where many people have trouble, and if at any time you need help, feel free to pm one of the crew. The Kekkei Genkai, or Bloodline Limit is a trait that is genetically passed on. These traits often deal in one way or another with a persons ability to manipulate chakra, or an actual physical ability/anomaly. For instance, the Sharingan eye is both, in that it is a change on the user's body, and it assists with the molding of chakra.
If you choose to have a bloodline limit, it must be approved by either the CAPTAIN or a VICE-CAPTAIN of the guild. No one else may approve of a bloodline. Now if you wish to use a bloodline shown in the Naruto world, then there is a good chance it will be allowed, so long as you know how the abilities work, and there aren't too many users with that bloodline already.
If you wish to create your own bloodline, then this is where things get a little tricky. After all, we can't have bloodlines that make a person invincible. To make a bloodline, all you have to do is come up with some abilities for the bloodline, and a little backround information on it. It will either be approved, require modification, or be denied outright. Because there are so many possibilities for bloodline limits, I won't make a base statement on what will or will not be accepted. Just know that bloodlines all need to have a weakness or two. For instance, the Byakugan has a small blindspot, and the Sharingan has a chakra drain. If your bloodline is not accepted, we will explain why, and if you want, we can suggest ways to make it acceptable.
~Jutsu List~
This is where you list any jutsu that your character knows. For your character to be able to know a jutsu, they need to be of a high enough rank to perform it, as well as fulfill any requirements that it has (i.e. Ameterasu is a technique that requires the Mangekyo Sharingan to perform). These can usually be found on wikipedia.org. If you wish to have a custom jutsu, they must be approved by the CAPTAIN or VICE-CAPTAIN of the guild. For more information, see the "Custom Jutsu Rules" in the Information sub-forum.
If the jutsu you wish to learn is an elemental one, you need to follow your affinity to decide if you can or cannot use the technique. Here is a layout describing what sorts of techniques you can learn at what levels, based on your elemental affinity.
Rank_______________Main Element Level______________Sub element level
Genin_____D, (2-3 C-rank), 1 B-rank (with Rp-ing and training)____D-rank only
Chuunin________________D+C rank (2-3 B-rank)___________D+C-rank only
Special Jounin____________D,C, and B-rank_____________D,C and 1-2 B-rank
Jounin_________________D,C,B, and A rank__________D,C,B, and 1-2 A-rank
Sannin/Kage____________D,C,B,A, and 2-3 S-rank_____________D,C,B,A rank
When you list your jutsu, all you need to do is list the name, nothing more. You can, if you want, put a star/asterisk next to the custom techniques to help others know which you made up. If you want to put it in Japanese, you must include the english name like so:
Kaze no Yaiba (Blade of Wind)
just
Blade of Wind Technique
As a rule of thumb you do not need to list the Transformation Jutsu, Substitution Jutsu, Escape Jutsu or clone jutsu, as these are known by all Genin and higher ninja (every ninja in the SNN and this guild are Genin or higher rank). If you are chuunin rank or higher, you are also allowed to use the Body flicker technique with or without it being posted, but genin are not allowed to use it without approval. After all, it's a little advanced for most genin, so it will be permitted based on a genin's abilities (to RP).
~Bio~
So that other players might know a bit about your character, right a brief summary that is no more than 2 paragraphs long (4-7 sentences per paragraph). Try to include where they were born and some important information about them. You don't need to reveal all their secrets, just enough to give an idea of what they are like.
