Firstly, how does tactitian work. how many of the weaker moves does it up, and by how much?
I haven't had a pokemon with this. My assumption is 1.5x.

I used luck. Bring a high leveled pokemon and use max repels. MUCH less annoying.

The ruin maniac cave took me a bit...I can't recall...but I know it's on the main isle in a north south path where there are fences here and there and like 2 paths in almost every spot...

You can SOMETIMES get pokemon you don't normally get in some areas. Use it in grass off of a bike and head to any spot that shakes.

I think this was answered for me too. It's in the first of the 3 area's on the island you enter...there should be a fisherman around there.
