Well, I originally made this system for bloodlines, however it can be useful in just about any Star Wars RP. The system ranks you at a number from 1 to 20. 1 is for the 'standard gaia rp application' and for really young characters. A normal person has a 1. A 7 is the minimum necessary to be a jedi knight, with an 11 the minimum necessary to be a jedi master. A 15 is required to be on the Jedi council. Most people never make it past 8. Anywho...the power level system effectively tells you how well you could do in a fight against someone (assuming no tactics used). It ranks how much force power you could wield against another, and it give you an idea of if you could push someone off you easily or not. It does require the use of common sense. Even if a wookie is PL one, he can probably shove an ewok (even a pl 20 ewok) into an air lock. Catching that ewok is another matter, but in brute strength, the wookie would probably win.

To make things 'fair', there will be limits based on character age. There will be NO pl 20 player characters who are 12 years old. Most likely anyone pl 20 would be a GM (an NPC or a personal character of the mods) character. If a mod wants a personal character of high PL, they will still need to have an acceptable profile...it's just easier for them to have a higher pl because they're crew. You can have a pl lower than your age dictates. so you can't make a crappy application and a 60 year old character and expect a good pl.

Age limits should be wieghted if a race has a longer or shorter life span. But I'm too lazy to make a list that large.
Age limits to PL are as follows
under 12- level 1 limit. EVER.
13 to 14 maybe level 2, most likely level 1.
15-16 level 2 possibly 3, not likely.
17 to 18 level 3ish possibly 4, not likely.
19: 4ish, maybe 5
20 6, maybe 7. jedi knight minimum age for humans.
21- 25: 6 to 8
26-30: 7-13
30-40: 14-15
41-60: 15+

There may be exceptions for ages of 20 and up. But they would require a damn good reason. Mod's don't need the 'damn good reason'.

Each character may wind up getting special bonuses or minuses to their base power level. This is to show a special talent that they have, or a particular weakness. Any force wielding character does not have weapon proficiencies or armor proficiencies beyond the ability to use a lightsaber, shoot a blaster pistol, and normal clothing. Some jedi have piloting training, this should be specified in your bio. If your character is non force using, there will be a variety of bonuses that may be awarded.

Note on detection and hiding: for the most part, it depends on how good your post is to determine if someone can find you or not. However, if a pl 12 assassin is sneaking up on a pl 1 soldier, it would be a cold day in hell when that pl 1 soldier could detect the assassin.

more notes:
When comparing power levels, there isn't a concrete answer as to who will win the fight if pl's are equal, or within 2 levels of eachother.

example: a pl 3 jedi and pl 5 sith fight. the sith's force abilities will be stronger, and their blows will hit harder. However, if the jedi uses the right tactics, and can get into the right spot, they might still win. The odds are still on the sith to win though.

More examples: when pl differs by 5 or more, the lower pl has a very minute chance of winning, and a low chance of surviving against a ruthless foe. a pl 3 jedi fights a pl 8 sith. Most likely, the jedi is going to die in the first few rounds, since the sith would have no mercy. if it were a pl 8 jedi against a pl 3 sith however, the sith might get away, due to the merciful attitude of the jedi. he probably wouldn't win though.

example the third: pl's that differ by more than 8. if you send a pl 9 sith against a pl 1 jedi. the jedi will die in the first post. It would take negligible amounts of effort to kill that pl 1 jedi. There simply would be no contest.

example the last: pl's that differ by more than 12. if someone is more than 12 levels higher than you, you're most likely going to just crap your pants when you realize this, and stare in awe at them. or run away. or just try to get the hell away from them...even going so far as to ruin your best tuxedo by jumping into the sewer just to keep from them paying attention to you. someone with that many more pl's than you is not someone you can ever hope to beat. even the best tactics would be worthless in a one on one fight against this person....except maybe in one situation...and it would have to be perfectly set up. you would have to have minions...and traps...and more traps. And funding you probably wouldn't have at your PL anyway.

Hooray! Sage is active! Thank you, sah! What PL's mean might be slightly different in the context I had in mind.

yeah well...whatever. Here's a nice list for pl based cash.

You can range up and down, but this is to give you an idea of the normal amount someone would have, and the upper maximum. the minimum of course, will always be 0. This doesn't mean you have it in money. You can have up to this amount in gear. Some people even have clothing that costs more than a pl one person's max...but they are rich bastards...

PL: 1- 1000
PL: 2- 3000
PL: 3- 5000
PL: 4- 7000
PL: 5- 10000
PL: 6- 15000
PL: 7- 25000
PL: 8- 40000
PL: 9- 60000
PL: 10- 80000
PL: 11- 11000
PL: 12- 140000
PL: 13- 180000
PL: 14- 220000
PL: 15- 270000
PL: 16- 300000
PL: 17- 350000
PL: 18- 400000
PL: 19- 500000
PL: 20- 1000000

Now then, some people have actual professions or other sources of income. Anyone with Sith Lord rank would have a daily allowance of 1000 credits or more, if not called upon for that day, it doesn't stockpile. People with jobs like doctor, programmer, and politician would have salaries that they could draw upon. Bounty hunters would have their own ship, but depending on their starting level would be the deciding factor of how good the ship is. example: Slave 1 belonged to jango fett, who was PL 10 or so, Boba then inherited it when he was PL 2 or so, and later, when he was PL 12, he made modifications to it that made it more kick a**.

Inheritance of course, requires mod approval.

Since I was asked, I'll clarify how PL's affect things like piloting and construction of objects. a pl 1 character with piloting at pl 1 could do normal flight maneuvers...but they would have a hard time pulling off anything fancier than getting into a formation. pulling up and around to bring yourself behind your pursuer would be impossible for pl 1 to do. They just don't have the skill.

For flight capabilities, we'll use this list:

pl 1 basic maneuvers
pl 5 intermidiate maneuvers
pl 8 advanced maneuvers
pl 12 highly advanced maneuvers
pl 15 han solo level maneuvers. Like navigating an asteroid field

the power levels in between would be closer to the higher ability, but not quite there...so for example. an intermediate maneuver might be slipping your ship to the side to avoid a missle, this would be near impossible for pl 1, very hard for pl 2, pretty hard for pl 3 to 4, and still somewhat hard, but a little routine for pl 5. Pl 6 would have a somewhat easy time pulling it off

(this wouldn't work vs a homing missle, or if a character of higher pl than
your piloting pl spends a 'full round' to target you with the missle, or to remotely guide it)

advanced maneuvers would be similar for a pl 5 that intermidiate are for pl 1. and so forth.

Construction rules: unless someone actually wants to have a character that makes things, I'm not going to bother with these. If you DO want rules, PM me, and I'll post some here.

Leadership: A special attribute that mostly NPC's, and maybe a few characters will have. Most players won't get to have leadership, but they may benefit from it. Leadership works as follows:

Group 1 is an attack squad of 20 pl 5 battle droids. The defenders are a group of 5 defense droids, and 'old man'. The defense droids are (for the sake of simplicity) pl 6. Old man can spend his round directing the tactics of the droids, or engage in combat. He can't do both effectively (he can still defend while using tactics.)

In round one, the attack droids break down the front door, and begin to file into the room. Old man orders his droids into combat, and by directing them, he grants them a +2 to thier combat pl for the duration of the fight (or as long as he's directing.)
This makes the fight add up to so:
Attack drones X20, pl 5 vs defense droids X5, Pl 8.

The items that the boosted defense drones are using are not boosted, they simply use them better in combat. In the first round, it's likely that 5 of the attack drones are going to go down. the defense drones will suffer damage, and possibly casualties as well. Due to numbers, the attack drones still have an advantage. They still have a good chance of winning, unless Old man uses traps, or directs until his defense drones are down, then wades into the fray.
