It's "why isn't game making an art form?"
Of course we all know that some games simply cannot count as art, such as most shootemups, racing games, and action titles.
And if I'm being really honest with myself, I realize that even most rpg's don't count as art.
Now before we get into the big argument, I'm not saying that these games don't have great artwork, I'm just saying that, typically, games are never artwork in and of themselves.
So,
why not?

well to the general public a shootum up may not appear to be art, but to insiders in the industy most would say that there all art. Now granted GTA and leasuire suit larry aren't your average bit of art, but to programers and writers there like abstract or modern. So to me all games are art, just some are nicer then others.

I don't know... I mean, lovingly crafted Grand Theft Auto most surely is, but if there's no underlying expression or message then isn't it just that: craft?
Here's an example: I'm a model railroading buff, and I used to have a really nice layout in my basement. Now, I used to spend days down there, perfecting the landsacping, concieving more interesting routes for the track, and trying to make my layout perfect. Now the thing is, I'm an artist, but that wasn't art.
EDIT: I had people behind my back waiting to get on this computer both times I posted, so forgive me if my thoughts are overly brief.
