is anyone aware of any good books that explains the workings of central planned economies in detail?

Just off the top of my head, try Bukharin's "The ABCs of Communism", "The Fundamentals of Marxism-Leninism" and "Soviet Economics" (in two volumes) prolly has some stuff about the role of central planning. I'd look through the Stalin collected works (available at MarxtoMao) for more specific documents regarding the "rapid industrialization" model or if you're really lucky IA Preobrazhenski was in favor of this model prior to Stalin's adoption of it and may have some on it. Victor Perlo may have some articles on it floating around at pww.org or politicalaffairs.net
Also some books that probably have more information on the Soviet economy in general would be: History of the Communist Party of the Soviet Union (from international publishers), Dobbs' Soviet Economics- Development Since 1917, and a whole slew of others including Smolinski and Wiles' The Sviet Planning Pendulum.
You may get the other side of the story from Bukharin and Lev Shanin, Deng Xiaopeng, et al.

I will be the voice of oppostion and naysaying and reccomend, The Road to Serfdom by F.A Hayek.
It examines how central economic planning leads to opressive forms of governmental control.

I don't think this is what you're looking for but I do think that this fits with what you're talking about and I think that you should check out the book "The Confessions of an Economic Hitman." I can't remember the author though but I've heard him speak twice at interviews and it was a good interview and something I think all people should read who want to change how things are run with economics now days.
