This is the basic build for a jutsu, now let me show you what it all would look like for a Henge technique. Everyone starts with this, so it has no cost.

Damage: N/A
Effects: Allows user to change their their appearance. Upon taking a blow the user reverts back to normal. If this person turns into an ally or something of that sort, both are given the same benefits as a single Bunshin. Upon a close miss(1%-5%), the corresponding target is hit instead.
Description: Bending light and changing their form with it, a ninja performs a basic transformation.
D-Ranks cannot have effects.

Attacking with a jutsu:
When you decide to attack with a jutsu, you must first try and keep in mind your Chakra/Stamina. If the jutsu costs more then you can dish out, it will fail and you will pass out (Admin decides how long the hospital stay is) However, if you have the exact amount of chakra you need to pay for a jutsu, it will be successful, but you will pass out immediatly afterwards, this is useful only when one last attack will finish the opposing ninja, for you will be unconcious and prone to being killed.
For example, Sasuke decides he want to use a Katon that uses 50 chakra, and he only have 40 chakra left. He decides to use the technique, but passes out immediately from too much chakra being lost, and the jutsu fails.
Now for another example, say Sasuke has 50 chakra and wants to preform the same Katon, he would pass out immediately after, but the jutsu would be released and the opponent would need to dodge like normal.
Countering with Jutsu:
At certain points in Naruto, ninjas tend to have jutsus clash, repelling each other. To repel an opponents jutsu, you must use a jutsu that does the same amount of damage or more as the opposing jutsu. Any effects that the opponents jutsu still effects your ninja through the clash, but if your jutsu has effects, they do not affect the opponent if your defending against them.
For example, Sasuke decides to use Chidori against Naruto. Lets say Chidori does 250 Damage, including Sasuke's ninjutsu mod. Naruto tries to counter with his Rasengan, which does 360 damage, including his ninjutsu mod. Naruto is able to successfully repel Sasuke's chidori, but any effects Chidori does to Naruto would still go through, and any effects Rasengan would do would not. No damage is done to either of them.
Element Wheel:

Each element has a strength against a certain element, and a weakness against another. Almost all jutsus have an element, and if they do not they are considered 'void' jutsu. The elements go as follows, with their strengths and weaknesses.
Fire beats Wind
Wind beats Lightning
Lightning beats Earth
Earth beats Water
Water beats Fire
At level 15 you may choose one element to be your chakra's element. You must do a 40 post training session trying to tame your chakra.
At level 30, you may choose one more element to be your chakra's element as well, doing a 25 post training session to tame this chakra, scince you already have the hang of it from the last time.
Once you have a chakra element, you may use any jutsu that uses that element, even if it's not your villages element. You also get -5 JP cost every time you buy a jutsu with that element.
You may also 'mix' elements to create different, unique elements. This can only be done by obtaining the skill 'Subtle elements' and mixing two of them, OR mixing your chakra's element (or elements if you have two). You may also mix your chakra element and the subtle element skill. The mixed elements are:
FirexWater- Steam
WindxWater- Ice
LightningxWind- Sound
EarthxWind- Sand
FirexEarth- Steel
Earth+Water - Wood/Plant
If you use a jutsu to repel an opponent that is the weakness of the opposing jutsu, it is considered to do double the damage when repelling. Now if the opposing jutsu is strong against the element your using to repel, the damage is halved.
For example, Kakashi decides to use a fire jutsu against Kisame. The attack does 50 damage, including his ninjutsu mods. Kisame uses a water jutsu that does 25 damage with his ninjutsu mods, to repel the fire jutsu coming at him. Because fire is weak against water, Kisame's jutsu does double damage, and becomes 50, repelling Kakashi's fire jutsu.
This time Kisame goes on the offense and uses the same water jutsu to attack Kakashi. Kakashi tries to repel with the same fire jutsu he had used before, but scince fire is weak against water, his fire jutsu gets cut in half, leaving it at 25 damage, and luckily able to repel Kisame's Jutsu.
Scroll Jutsu-
If you ever happen to bump into a scroll, there's a good chance a jutsu will be written in it. This can be a good thing, because this means you may use the jutsu in the scroll without having to pay the cost to learn the jutsu. However, to use said jutsu, a ninja must pay 1.5x the original chakra cost for the jutsu.
For example, Naruto wants to use a jutsu on a scroll that he stole from Jiraiya. He spends his setup phrase opening the scroll, then uses his main phrase to use the jutsu. The jutsu normally costs 100 chakra, but because he used it from a scroll, it instead costs 150 chakra because it is 1.5x the original cost.
If you wish to learn a jutsu that is on the scroll, you must do a 10 post training session learning how to use the jutsu without the scroll. The jutsu costs only 1/4 what its normal JP from learning on the scroll.
