Missing Nin Rules--
General Missing Nin Information~
A Missing Nin is ranked Dependant upon his or her levels of strength, intelligence, and skill as a ninja. The following is a brief description of each rank--
Rank D Missing Nin: genin or low-Chuunin level shinobi (Considered to be rather weak and not threatening; a Rank D Missing Nin may pay a fine to be granted entrance to a village that he or she has been banished from; this applies once, and only once)
Rank C Missing Nin: Chuunin level shinobi who have performed some recklessly illegal deed. This gets your name written into the Bingo Book (Book of names of the dangerous Missing Nin,) And you are officially a threat to the villages. You may enter a village other than the one(s) you have been banished from, but if you enter one you have committed a large-scale crime at, you will be attacked on sight
Rank B Missing Nin: High Chuunin level shinobi and low-level Jounin are considered to be around the strength of a typical jounin, and are known to possess various low-ranked Kinjutsu
Rank A Missing Nin: High Jounin level shinobi whom have been noted to be extremely dangerous; most have elite bloodlines and can take on a group of shinobi at once, and still walk away victorious. Most have various Kinjutsu
Rank S Missing Nin: Rank S Missing Nin are the most deadly and feared of all Missing Shinobi. Holding extreme powers and Kinjutsu, they walk the earth feared by all shinobi, as they tend to have powers that rival even the Kage's. They will be attacked upon sight by any village that recognizes them, but due to their strength, will probably be unmatched until the arrival of a Kage

-Leave the village without Kage consent (Not considered a threat unless you are seen inside another village)
-Attempted to or successfully learned/used a Kinjutsu (Forbidden jutsu) [You must be caught in the act]
-Attempted to assassinate or otherwise commit a vulgar deed
-Threatened to release Hidden Village information to another village
-Misc. Exceptions

-Other
Raiding of a Kage's Domain~
As an Academy Student or Genin you have the ability to attempt to infiltrate and stealthily attempt to steal a Kage's scroll(You may do this as any other rank, but will immediately be branded a missing nin). If you are caught in the act, you will either be reprimanded heavily, or let off the hook. Much of this depends on your success or failure, how you respond to the Kage, your manners, etc. Nonetheless, this is the system:
1. You must make a post within the Kage's Domain
2. An admin will roll a d10; 1-6 means you fail to enter quietly while 7-10 mean you succeed
3. An admin will roll a d20; 1-8 means you fail to avoid various people, and are caught. 9-15 mean you are caught, but manage to escape by incapacitating the foe (A la some technique such as Sexy No Jutsu) and a 16-20 reflects a perfect avoidance of others
4. An admin will roll a d4; 1-3 mean you've been caught while a 4 mean you succeed in entering the Kage's room
5. An admin will roll a d10; 1 means you steal a Genjutsu scroll, 2 means you steal a Taijutsu scroll, 3-4 means you steal a Ninjutsu scroll, 5-6 means you steal a Kinjutsu scroll, 7 means you steal a Chuunin/Jounin technique scroll, while 8-10 means you are caught in the act
6. An admin will roll a d4; 1-2 means you manage to escape unnoticed, while 3-4 means you are caught
7. If you escaped, you may try to learn the technique. If you were caught, an admin will roll a d100; any numbers aside from 70-100 means that you were unable to escape. A 70-100 means you manage to squiggle away with the jutsu, and may learn the technique.
8. If you successfully learn the jutsu, an admin rolls a d4; 1-3 means the Kage still manages to use a jutsu to see you with it, while any other number means you got away 100%. If you are caught now, you will not be reprimanded, but excessively reminded that if you use the technique (If not a Kinjutsu) without it being a last-resort, you will be punished. If you learned a Kinjutsu, you will immediately be reprimanded, and your mind will be removed of that jutsu
NOTE--You may only try to do this ONCE per village. You have up to five 're-rolls'
