Enies Lobby is pretty much a place but classed as an island despite it comes from Water7. It is the base of the CP9 who declared war on the world government. Watch out for all of their members here as they capture pirates for their bounties and give the death penalty!
Enies Lobby arc: Chapters 375-430, Episodes 264-313: The Straw Hats, Franky Family, and Galley-La team up to rescue Nico Robin and save Franky. To do this, they attack Enies Lobby, a government stronghold where CP9 is based, declaring war on the World Government.

Lucci returned to Enies Lobby after his fight with the Pirate King. He made it to the briefing room where he's resting after his mini-fight.
