Samhain : October 31st Category: Greater Sabbat. Other Names: Halloween; All Hallows Eve.
I hold this day so true, to be the greatest of the eight holy days, because it is a peak of a Witch's Power. This is a time for Honoring the dead, and Celebrating the Crone.
"I honor the Maiden of new beginnings and the planted seed. I honor the Mother of magic, prosperity, and fertility. I honor the Wise Crone of wisdon, death, and rebirth. I welcome the Goddess in all Her aspects. I honor the God, Lord of the Wild Hunt, who gathers souls at the time of destiny. With love, He guides those souls into the Otherworld, where they will again be born at the proper time and place." (D. J. Conway 283) From Wicca the Complete Craft.
*--All Hallows eve, scary eh? Nah. You should not fear anything but fear itself. This is a time where you should celebrate with your friends by going out, or staying home with them. If your coven, or just group of wiccan friends, you should practice this ritual. It can greaten your spiritual power, and is the time for the most powerful spellworking. ...and do not forget the Wiccan law while you do it.

A really good book in my opinion that is focused on the holiday is "Halloween" by Silver Ravenwolf.
The book goes into the history of the holiday including how different cultures celebrated. It also informs of how certain traditions such as carving out a pumpkin were started.
The book also goes on to tell of certain spells to perform during the holiday including some in the kitchen magic for those celebrating with friends, divination spells, and spells to talk/deal with the dead.
At the end it has a list of the "Condemned at the Salem Witch Trials, 1962"
I found that knowing more of how the holiday came to be, helps me work stronger spells on 'Halloween'.
