Port cities seem to be the most sorted unsavory places in all of Faerun. I mean it's not even just the underbellies and poor sections which are home to many of the biggest and most vile assassin's thief, demon and other types of guilds and Lathander knows what. The corruption of them runs from the bottom to very top to the ruling bodies of most of these places to the some times openly. But I guess thats to be expected of human ruled cities. Waterdeep is no different simply the best of the worst in my opinion, Luskan has always been pretty rancid. I dont know I guess it's all the money to be made or that you can get nearly any thing in them from all over the realm. and when theres money to be made in faerun there's trouble that and power struggles.

regardless of where, port cities always seem to end up like that be it fiction or real life <.<
mostly because ports = trade, trade = wealth, and wealth = crime sweatdrop ships (in that particualler stage) are the big means of transportation, for when you really want to get someplace far away not everyone who take that trip can afford a trip back or anywhere else, so they're often stuck in the port near-penniless; and once again, poverty = crime (even moreso) etc, there are other factors as well

Neverwinter has been fairly prosperous since the war with Luskan, and if you've played Neverwinter Nights 2 then you know that it is a lovely city to look at.
There is a Docks district, however, which is home to the city's scoundrels... And it's not due to wealth, either.
I think NWN2's reason for grouping the rogues into the Docks district was so they could easily smuggle weapons from port to port.

No, you're right, the youngest of the goddesses from 'Oh My Goddess' derecxtly responcable for the horrable conditions of port cities!

The wizard you are thinking of is named Halaster. And yes, there is an entrance to the Underdark in Waterdeep. But you have to go through Halaster's crazy-evil labryinth, first.
