I use Ulead GIF animator 5 for animating and Adobe Photoshop 5 for editing

I use paint for making each frame. (piece of crap)
Irfanview to organize it into a clipboard. (piece of crap)
Then Microsoft GIF animator to animate it. (piece of super crap)
They work decently. At least they are free.

does anybody know how Maya animtion software works? I'm selling my old computer to get it.
