I have Sapphire and I have a decent team on there. But I just bought the emerald game and haven't decided on a team..
Pokemon Saphire:
Sceptile lvl 63 (Lax) Leaf Blade Brick Beak Giga Drain Earthquake
Aggron lvl 55 (Naive) Ice Beam Metal Claw Iron Tail Water Pulse
Medicham lvl 53 (Naughty) Focus Punch Hi Jump Kick Ice Punch Thunder Punch
Manetric lvl 53 (Bold) Thunderblot Thunder Charge Shock Wave
Altaria lvl 54 (Hasty) Dragon Claw Dragon Breath Fire Blast Perish Song
Skarmory lvl 53 (Docile) Steel Wing Aerial Ace Air Cutter Fly
And Now I need to make another team but I don't know what pokemon to get? Will some one help me? My starter Pokemon Combusken

Giga Drain is worthless on him. Snap on Leftovers if his health really matters to ya'. Replace it with Dragon Claw.
Earthquake is alright, but breeding to get Crunch is better.
Replace Brick Break with Thunderpunch. You can get it from a Move Tutor in Emerald.
Aggron
Delete Water Pulse, Ice Beam and Metal Claw. Earthquake and Rock Slide are good replacements, and....something like Rest or Roar would help.
I prefer Rhydon myself...
Medicham
Many options. Go for:
Endure/Reversal with two other moves.
Three Elemental Punches and Psychic (Alakazam does it WAY better)
Brick Break, Rock Slide and two fillers.
Manectric
::along comes Ground type:: gonk
Crunch, Roar, Thunderbolt and...I dunno. Charge is kind of worthless on something with a weakness to Earthquake (Earthquake is seen on like, everything x_x)
Altaria
Dragon Claw Sunny Day Fire Blast Solarbeam
You get the picture.
Skarmory
Spikes Roar/Whirlwind Toxic Aerial Ace/Some other physical attack.
Used on 50% of tournament teams. xP
If you're planning on tackling the Battle Frontier, I highly recommend hatching new pokemon with egg moves and the like. EV train them, and start out doing the Level 50 Battle Frontier.
I'll help you out with a new team later, if you'd like.

Hmm. A good team to use after the Elite Four...
That's a while away, but...yeah.
I'm not going to suggest any specific pokemon unless you'd want that. But a generic team outline for balance:
Mixed Sweeper Blaziken can be used for this. It has balanced enough stats where its Fire and Fighting attacks both can shine.
Some other pokemon like Medicham make decent mixed sweepers too.
Physical Attacker You have Fire Red or Leaf Green, right? Some of the best Physical attacks are over there.
Salamence and Metagross are both really good. Tyranitar and Dragonite too. Stuff like Rhydon is great, but they have pretty big weaknesses.
Special Attacker Alakazam with all three Punches and Psychic is solid. A Water type that can use a bunch of other types works well too. Starmie, Slowbro and Octillery all have access to some pretty strange moves that make them good (though the latter two are slow).
Latios would work too.
Defense/Annoyer Your opponent has a hard time killing these. On the Defense side, any opponent without a Special attack can generally be stopped with Steelix. Likewise, Snorlax puts a roadblock on Special Attackers. Shuckle does both.
Annoyers are stuff like Venusaur or Umbreon (who both work as pretty good tanks too). Leech seed, Toxic, Confuse Ray, Attract and other stuff.
Counters By Counter I don't mean the attack.
As far as post-Elite Four goes, I'd recommend setting aside one pokemon to counter stuff that generally shuts teams down. One of the best counters in the game is Gengar.
Focus Punch beats Blissey, Steelix, Aggron, Snorlax and other stuff to that liking. Thunderbolt beats Skarmory pretty well, and it helps against Milotic too. From there you can add on Psychic to beat Weezing and stuff, Giga Drain to get back some health, or a variety of other moves.

Hmmmm....You know your pokemon stuff...I wish I was this smart ...Heheh...but i have grown in my pokemon skills mostly on what moves pokemon know and what number they are and what lvl each pokemon evolves at.... but if i knew what you know about states and stuff i would be set...>.<

As I noted, your Manectric can't beat Ground types, and it would have major trouble with Grass and other Electric types too.
A Porygon2 with Conversion2 would be a huge problem too.

Manectric really isn't that great a choice for Electric types...
I'd say:
Thunder Rain Dance Bite Thunder Wave/Roar
If you want to keep the Manectric you have, try that moveset.
If you breed another one, you can replace Bite with Crunch.
Overall, most Electric types are kind of bad. Electabuzz and Jolteon are better, but you'll need FR/LG or Pokemon XD to get them.
If you own Pokemon Colosseum you could try out Ampharos.

sorry my team is as unbalanced as they come but it works because no one can stop them its alakasam, gangar, snorlax, pidgeot, Sceptile, and kyoger.

Crimsion_alchemist sorry my team is as unbalanced as they come but it works because no one can stop them its alakasam, gangar, snorlax, pidgeot, Sceptile, and kyoger. Let's see here. A Milotic can beat Kyogre, Sceptile, Alakazam and Gengar if it's used properly. biggrin Not ALL of them, but it could definitely take out Kyogre. I'll let you figure out just how.
After Snorlax and Gengar are taken down a Blissey can walk all over it.
And Mewtwo can beat the whole team. xD But...Yeah.
Wobbufett just loves it too.
