Some people would say the plot is the best part of the story and needs the most work, others would say developing the Characters. So far do you develope your characters?

I believe both are equally important, and I can spend days developing a single character before pen touches paper on the story itself.

Both are critical to a well rounded story. You can have one without the other, but your story will be lacking.
Most character development takes place through having your characters interact with one another, though some stories make better use of having the character interact with the reader. It helps to make a detailed sketch about the character before you begin- everything from the character's favorite dish to their personality to their hair color. Every writer is different, though- find out what works best for you.

As for myself, I develop character first and the story later. It just works for me.

I don't think it's an either or situation. Sometimes the plot is the area you should focus the most on and other times it's doing the work to make the characters fit the plot.

In Fanfic for example sometimes you're writing a fic meant to take place inbetween bits of the actual canon. You can hardly do alot of work on Character development since you have to keep them fitting in with the canon characterization that takes place before and after. So in that case the plot is more important since you're focus on keeping it meshed with canon and can't make any drastic changes to the character's personality over time.

However if you're writing a shall we say Unusual pairing fic and you need to get the characters to a point where they could reasonably get together then developing the characters enough to make it feasible would take top priority.

And when you're writing Original fic both tend to work hand in hand as your not borrowing someone else's world and characters and have to do all the world building yourself.

Perhaps I have only seen the extremes of this problem, but lack of, or inconsistent character development has always been a serious problem in many fan fictions, and even some original works in my opinion.
Many plot problems can be helped if not fixed by an interesting well developed character. Many times a plot point, or action of a character makes no sense without character development.

Inconsistencies in characters also give me monster headaches! If you have taken the time to develop a personality, and a back-story for an original character STICK TO IT! When writing fan fiction, if you intend to have a canon character act in a way that would normally be out of character you HAVE to develop the character, through use of the plot perhaps, to get to that point.

For example if you want Kagome to kill Kikyo and end up with... Sango, you have to give a reason, Kagome got taken over by an evil shard, or Kikyo killed Inuyasha and Miroku and they turned to each other. Then of course you have to explain why Kikyo killed Inuyasha and Miroku.

If you can't take the time to develop characters, through plot or any other device you might like, and make a worthwhile story why should you bother.

Ennairea, has a god point. I never thought very much about the Cannon Character devlopment. Which when you think abotu ti makes sences.

Liike many of the others have said, they are both equally important.

It's like this: The characters mold the plot, and the plot is the expression of a character's personality through his/her choices.
