It doesn't need to be smart, it just needs to be entertaining! See, the current president doesn't respond well to intellegence. But a looped animation made on MS paint and animated in Photoshop and ImageReady will distract him for quite a while.

That's an amazing idea. I could see the president reading an entire speech written in MS Paint-drawn, Photoshop/ImageReady-looped animations.
"Well, uh...This here shows the penguins drowning, and this next one has a no sign over an oil pump. And...uh...There's some American soldiers shooting babies. I think they're babies. They look kind of like turds. Whoever made this speech needs to uh...claricify...this with me. God Bless America."
