It doesn't make any sense why he would go through all the trouble of making her, to just disregard her like that.
She was completed, minus a stomach torso, and its not like he would have had trouble getting one.
I mean, how hard would it have been to take one of the several hundred down from the shelf?

hehehe oh well I think Suigintou is Rozen's Favorite doll(anime version)...
I mean she was REVIVED 3 times in the anime...

first is when she was cut by Souseiseki... Rozen revived her plus giving her a Rosa Mystica...

Second is when Shinku defeated her... she was revived then again... sorry Gin-sama no Torso available...

Third is when she protected Shinku from Barasuishou... Hmm Rozen has so many spare parts for Gin-sama... what? no Torso again... scream

True true.
Maybe he thinks of her as the black fox?
What I mean is, on occasion in a litter of foxes, a black fox is born.
The mother will disregards them, and leave them to survive on their own.
If they live, they become smarter at a younger age.
They also have a tendency to be craftier then regular foxes.
