Well its never actuely defined but I think Fooly Cooly is when someone acts foolish but cool at the same time kinda like the people on jackass.

My friends and an internet source say that it basically means fooling around. (sexual stuff)
The guy that the kid lives with...I think his dad...keeps on talking about it in that way in one of the episodes.

fooly cooly pretty much is another word for sex or ******** lol and fooly cooly furi kuri or whatever the ******** she says at one point..means breast fondeling the entire show is a hidden meaning of nothing but sex sex sex

"Fooly Cooly" has no set meaning, Yes the whole anime is about Noata growing up and sex is a major part of growing up. But its not all about sex.

I sometimes stick the eps in a playlist while on the computer and I watch them like 5 or six times through.
