Oh! That's too cute. ^_^
The base is adorable, really.
I love the way you did the hair, the random stray hairs sticking out from the ponytails give it a really messy look, and I think it's very, very cute. The bangs are kind of odd to me, but as a whole, the hair looks great.
The outfit is very cute, too! the grey and black make her eyes stand out wonderfully!

I agree wholeheartedly with Candycane.
It is absolutely adorable and the hair is effing AMAZING! <33
The only gripe I would like to make is on her bangs. As CS said, there is something just not right about it... particularly how it goes up the left side(to our right) of her head. It just looks unnatural to me and is likely why it looks odd to CS.
The teaddy bear has got to be my favorite part, other than the hair. Only thing that could make it better.... was if it were a PANDA! <33
I may have to use that base to Doll Fuzzywolf for Christmas. <3333
