Do you think Halloween is still a safe, fun activity for children and why/why not?

No, I don't really think Halloween is safe for kids anymore because there are too many sick, depraved people wandering the streets anymore. However, provided that the children are doing some safer activity (ie, carnival at church or other supervised event) I think that Halloween can be very fun. Now, that doesn't mean that the aforementioned activities are 100% free of depraved people, but that's a chance you take anymore.

Goodness knows plenty of kids have been molested while taking part in church or school activities.

I've been told recently that the horrific stories about razor blades in apples and popcorn balls were urban legend. Lots of people start scary rumors just to, I don't know why actually, just to scare people.
We still trick or treat, in my family, but we're fairly observant and careful about it.

Personally I find trick or treating annoying and up to a certain extent insulting. People have all but forgotten what Hallowe'en or to call it by its correct name Samhain the gaelic for Summer's End is all about and what the festival really represents. *sighs*
