He doesn't want Aang to find Appa. Why, I don't know. He's probably planning to use Appa as a hostage, in case Aang does try to tell everyone about the king, or something like that.

It's just a little more reassurence. Besides, people are more willing to believe the Avatar over, let's say, some messed up teenager running in and starting fights.

Reasons for keeping Appa:
If Aang finds Appa he can tell everyone about the war and leave
If Aang leaves he might end he war, no war no reason to stay in ba sing se no more refugees, He wants control.
