It just changes the distance the rod can reach, and how it handles the fish, not which fish you can catch.

I'm pretty sure it's all of the fish, but I may be mistaken. Whatever, obviously guppies can be caught at any time, it's just when you go up to the higher ones maybe? *shrugs*

Then when you feel a really weak "fish" keep it on the line rather then just letting it go. ^^ You'll get more junk that way. There is no way, however, to determine which piece of junk you will catch.
