Breed a Male Sneasel with a Female Nidoran (NOT NIDORINA OR NIDOQUEEN). The baby Nidoran should have Beat Up. Then, breed the Nidoran Female with a Nidoran Male that is a lower level than the Nidoran Female. You should get a Nidoran Male baby with Beat Up, if it's anything like Volbeat and Illumise.
I'm not 100% sure this works.

I'm not 100% sure this works. i thank you for your help cause i thought that only nido can mate with nido

How do you breed??? And what about Ratatas and Hoothoots, how do you breed them?

Wow... Sometimes I wonder why I bother with this subforum.
Breeding is a complicated matter, I suggest checking Serebii.net for a few guides on the matter.
