When a style of music has very particular musical and paramusical aesthetics to it we can start to disseminate different genres. Then we can do that again to determine subgenres. In the case of electronic music it does quite often come down to splitting hairs though - early techno and electro, for instance, sound almost identical. Like most things it'll just take time.
