Now, a little about the role of each group.
The President: Rufus ShinRa, 'nuff said. whee
The Department Heads: Each department has its own head. I've created a new department, The Department of Administrative Research (from BC), that gives the Turks more influence in ShinRa's overall affairs. The Turks and Nu Turks stem out of this department, while the SOLDIER and Military Police stem out of Heidegger's Department of Public Welfare.
The Turks: The Turks are Rufus ShinRa's eyes and ears, serving as espionage agents, assassins, counter-intelligence, SOLDIER recruiters and much more. The four main Turks are those who have been hand picked out of the bunch by the Head of Administrative Research. One of these four is second in command, the Head her/himself serving as the leader of the Turks.
α Turks: The α (Alpha) Turks have the specific role of handling foreign affairs. If something needs to be taken care of in Wutai, Gongaga, etc., these Turks would be the ones who would go.
β Turks: The β (Beta) Turks have the specific role of handling domestic affairs. If something needs to be taken care of in Midgar or Junon, these Turks would be the ones who would go.
v Turks: The v (Nu) Turks are a class of Turks on their own, because not only can they handle minor Turks affairs, but they can also act as the muscle if truly needed. These men and women are the battlefield spies and assassins. When the SOLDIER are ordered to make a direct assault on the enemy, you can count on the v Turks to be striking hard from the flanks.
SOLDIER: The brute force of ShinRa's armed forces. Recruited by the Turks and injected with a mixture of Mako and Jenova cells, these warriors are ready to sacrifice themselves for the glory of ShinRa. There is one SOLDIER commander and three classes which, depending on skill, the SOLDIERs fall under. First Class SOLDIERs are considered to be the best of the best. Second Class are for those who fall short of First Class. Third class is the lowest, however this does not mean that these men and women are not capable fighters. (Make note that, despite there being a set amount of spaces for the SOLDIER, it does not mean that those are the only SOLDIER in ShinRa's army. NPC SOLDIER do exist.)
Military Police: The police force of Midgar and Junon. These are the grunts of ShinRa's armed forces. Although they are seen as disposable, these men and women can sometimes prove to be more capable in combat than some SOLDIER. (Set amount of spaces =/= no NPC MPs)
