Has anyone met him? Any thoughts on his particular chart steps?

I'm sorry, I'm a bit of a n00b to the actual names of the step makers.. I know the work of Kyle pretty well, but what has Chris done in ITG/ITG2?

He's done a lot of stuff, especially in ITG2, mostly expert steps:

Determinator, Energizer, Vertex ^2, Sweet World, Utopia, Delerium, Xuxa, Bend Your Mind (all diffuculties), Euphoria, Destiny, Bumblebee (all difficulties), Driven (marathon), Remember December, Tension, Robotix, and Pandemonium (doubles), among many others that I can't think of right now.

He's the stepper? Well, seeing as most of those steps are pretty awesome (Utopia expert definitely excluded), I'd say it's pretty good stuff.

Driven is one of the better marathons, Energizer and Determinator are great to play; for different reasons of course.

One of my favorite stepcharts in the whole game is Funk Factory, and it was done by none other than C. Foy. XD I don't see why a lot of people hate him.

His are definitely a challenge, but I don't think they're bad. Just difficult.
