Sector 4 is also primarily commercial facilities, but also contains the ShinRa Intercoastal Aeroport at Subsector 4d, and other mass transit facilities.

Transportation is owned by ShinRa, but a lot of the other shops here pay protection to Don Stracci. Don Stracci is absolutely vicious when it comes to the ShinRa Police, but pays no mind to hit them publicly. We've tried to pry him out of the underground, but to no avail. It's because of his previous work...

He comes from a line of ShinRa Foxtrot snipers - and he was a former assassin. Stracci used to be our 'go to' man whenever we needed someone eliminated. For reasons unknown, Stracci founded hatred against ShinRa and began to build his empire...small fight clubs littered in the slums and the best assassination services you can find outside of ShinRa's own TURKs.
