Sector 3 Cityscape and Slums

Sector 3 is primarily a ShinRa, Inc. Corporate Paramilitary sector, containing the Scarlett Aerodrome, smaller Helipad facilities, warehouses for the Armored Cavalry, and secondary barracks for paramilitary forces.

No gangs exist here. We run the slums, we tamed the wild men and we've detained any and all excruciating nuisances. This is one of the few places that you'd find any sort of crimes happening at all.

The slums...if you'd call it that...is properly maintained. In fact, it's more on the lines of a large suburb. The people from these 'poorer' areas are allowed to frequent to the upper plates for work and shop, and some can even enlist directly into the X-Ray core due to the Pro-ShinRa upbringing. The children here are also allowed free ShinRa Academy Tutelage.

Next to Sector 0, this is quite possibly the safest place that you can be within Midgar.
