Rush:
It IS half done. This piece is intended for color, so there's a lot that is difficult to discern or can't be accomplished with lineart alone. He's actually just entered a house/building/room (whatever) and the trees are the view through the doorway. Until it's in color that won't be very easy to tell. His nose IS screwed up, but I didn't want to redo the entire lineart fall it. I'll fix it digitally when I get around to the coloring process.
Tarp...hm...I would probably call it a wrap or poncho myself, but there's most likely a proper term for it that I don't know.
And weirdly isn't a word, but wierdly is...I think.
Eve:
I tend to do shading and then erase it in photoshop, so I do tend to leave it out at times or go minimal just to give myself an idea. When I color her, all but the basic shape of the eyes will be erased. The pupils came out stupid.
Tempus:
I've actually done a B version of this piece because I hated that clock. It's here:
http://www.deviantart.com/deviation/34401657/ This clock is much more classy and deliberate. I knew the clock in the first one didn't come off the way I wanted it to but at the time just couldn't decide what i was trying to go for there. I think the clock in the second version is better.
The other issues you have haven't been changed...i don't think. The design of the shirt is such that yes, it does go out beyond his shoulders, and as I fullview I see the eyes are different, but I may fix that digitally if I can. I don't allow myself to redraw the same picture more than four times and Tempus has reached his limit I think.

Yeah, I think her rear arm is a bit off, but once again, I only allow myself a certain number of redrawings per piece or I'll never finish anything. She is dangerous, and in a dangerous situation, and IS off balance. Shine and such, like Eve and Rush, is stuff primarily left for the coloring phase and I'm just not there yet. I hope her situation will look more clear once I give her some background and such to work with.

Personally I feel the wings are slightly off, the angle that is. It almost looks to me like she's in the process of attaching them, but I suppose that in itself is not necessarily a bad thing, it just gives the entire thing a different feeling.
Precise detail huh? I never really thought of that, but I do tend to agonize over the details--the cut of a dress, the style of a bracelet... I think a character's personality comes off less in their features and more in their fashion sense. If you watch people walk by on a street, you can usually get a better idea of who they are from what they're wearing than the expression on their face, which only tells the kind of mood they're in. Maybe the 'precision' comes from that. Some of the finer details of anatomy are still pretty rough, so it's good that I can get something right most of the time. My style usually tends to be described by words like 'simple' and 'unique'--I know I'm never going to be the type of artist who can sit down and draw gorgeous bishounen with soft outlines and subtle flashes of color, but I think ideally I would like to be the kind of artist whose characters you can look at and feel like you know who they are, what their personality is, and almost can imagine what their life has been like to date.
...and that was a ridiculous babble, but I always think people's critiques are interesting because people looking at my art see it as something very different from what I see it as. I guess that's the case with everyone though.
