Physical Traits: Neji's distinguishing features are his long black hair that reaches his waist when unbound, and his white eyes that have no visible pupil unless he is using Byakugan. His skin is pale and covered with the fine white lines of scars accumulated primarily from the fight with Kidoumaru and from the A- and S-ranked missions he's done. On his left side just below the shoulder joint and on the right side over his liver are two circle-scars from where he was impaled on the Otonin's arrows.
Aside from that, his other most distinguishing feature is the raised skin of the curse seal on his forehead, always kept covered by either his hitai-ate or a black scarf.
Outfit: Occasionally Neji wears the standard Jounin outfit, but he prefers his own entailing of a khaki long-sleeved shirt and long pants, with a black kilt tied about the waist. His hair he keeps in a low ponytail, though unlike while he was a Genin, he allows a few locks to be free.
Inventory: He has the standard assortment, though he carries more senbon than one normally would though not nearly as many as Tenten. He also has developed a taste for using the bola, so he always has at least one on him.
Ninjutsu: Kawarimi no jutsu, poof-away no jutsu (does that even have a name?), Katon: Goukakyuu no jutsu (since that's a move not exclusive to the Uchiha, just the most well-known).
Taijutsu: His primary style is the Hyuuga clan's Jyuuken, though he
does know the taijutsu style Lee and Gai use. He just is in no way as good as they are (he refuses to wear the weights).
Special moves: Sixty-four Hands of Hakke, One-hundred-twenty-eight hands of Hakke, Kaiten.
Genjutsu: Henge no jutsu, illusion-cancel, and can construct some of the more simpler of the complex illusion jutsu.
Bloodline Ability: Byakugan
Jutsu Reference: The Sixty-four delivers a total of 126 tenketsu strikes, and One-twenty-eight a total of 254. (Neji's only 107 strikes from closing all 361tenketsu in the human body. He's working on such a move.)
Byakugan: Depending on the seals used in conjunction, it can be used for distance magnification, penetration of otherwise solid objects (the exception being certain kinds of seals that block chakra), 359-degree vision, microscopic magnification, ability to see the inner coil system, incredible insight into the workings of the mind, and in Neji's case the ability to see the actual tenketsu themselves. This is NOT an ability common to Hyuuga; the visibility and manipulation of the tenketsu themselves is either learned through YEARS of strenuous training, or something that one is born with, but that is an extremely rare occurrence. Also, Neji is capable of near-telepathy when Byakugan is being used and he is in natural line-of-sight with the eyes of whomever he wishes to communicate. (Meaning, he can't use distance magnification to use this ability.) This is also something he employs when interrogating someone when he wishes to be certain that he gets the truth, the whole truth, and nothing but the truth, no matter how much pain it causes the inflictee in Neji's pursuit of information.
Chakra porcupine: Neji brings his hands up so that his wrists cross in front of his face. When he flings his arms out, he releases thin spikes of chakra from the tenketsu of his back, his scalp, his arms and the fingertips of his splayed hands. Developed to combat a hailstorm of kage bunshin, these spikes have a maximum length of 3 meters and will inflict a significant amount of pain to a regular body. This jutsu cannot close tenketsu, but it can attack the inner coil system.
Chakra whip: Literally, a seal-generated whip of chakra that starts from the wrist so he can grasp the 'handle' in his hand. Its maximum length is about five meters. It not only responds to hand/arm movements, but literally to Neji's will. This jutsu causes the same damage as a regular whip; no damage to the inner coil system.
Chakra Abilities: As a Hyuuga he has been taught near-perfect control of his chakra. It is his own determination and self-training that has allowed him to gain that perfection. He wastes no chakra when performing a jutsu; meaning he knows how much each jutsu needs and makes sure that jutsu only uses that much chakra.
Also, while he can't self-heal (having never been taught) he does use chakra to stop bleeding, and for physical support if, say, the nerves/tendons in a limb were cut so that he would have moment where without the support he would have none.
Skills: Neji is a natural leader, excelling in situation assessment, strategy, and quick adaptation. He has taught himself to lip-read so that he can more accurately gather information when using Byakugan to see in places he could not physically go. Even without Byakugan he is exceptionally insightful as to what another person's thoughts and motives are. He has good mediator skills and for the most part an excellent diplomat, in that he weasels out what the other is thinking while only showing what he wants the other to perceive. Wordplay and dissembling are as natural as breathing as subtlety and nuance are at the very core of Hyuuga life. He is also peerless (if one discounts Morino Ibiki) in finding holes in otherwise sound arguments and documentation. This, and his intensive training into the arts of torture and interrogation has made him a force to be feared outside the clan.
Personality: Neji is cold, dry and condescending in tone of voice, and alternates between being cruelly blunt and slyly shadow-tongued. He harbors a hatred against the main family that was only slightly stemmed when he learned the truth of his father's death when he was thirteen. He tolerates Hinata, to an extent, and despises Hanabi. Hiashi-sama Neji respects (barely) as the head of the clan, and as his teacher into the finer points of the Sixty-four and Kaiten. He does not suffer fools gladly and cares little if his cutting tongue offends or infuriates when pushed beyond his patience. A son of aristocracy he is proud and haughty even as his forced subservience to the main family demeans him in his eyes. However, Neji does actually feel, though the only ones to really see his...less-stony side, as he doesn't exactly emote unless he's pissed, are his teammates, whom he would fight fiercely to protect. He trusts Lee and Tenten as he trusts no other.
Interests: Training, training, Tenten (though just try and get him to admit it), training, learning everything he can about torture and interrogation (both how to do it and how to survive it), training, making sure Lee can never defeat him in a fight, training, looking out for the honor of the clan (though not necessarily the honor of the main family), training, making ANBU as soon as he can, and did I mention training? He also likes meditating, listening to birdsong, swimming, and brushing his hair (it's quite relaxing, and his life is high-stress). His other dislikes include the intellectually stunted, anything concerning Lightning Country, excessive noise, and emotional people.
Family: Neji's related to the whole of the Hyuuga clan, but his close-kin include his uncle, Hiashi-sama, and his cousins Hinata (age 15) and Hanabi (age 10).
Friends/Affiliates: Though a Jounin, Neji has preferred to stay with his team consisting of Rock Lee, Tenten, and Maito Gai. Uzumaki Naruto is also considered a friend.
History: Neji had a fairly normal life early on. Loved by his parents he began his Jyuuken training at a young age, owing to the custom of the Hyuuga clan and because his own incredible strength began manifesting itself early on. Neji was not marked with the branch family's curse seal until Hinata's third birthday, at which point Neji was four. No one is sure of why such a length of time passed between birth and branding (as to receive the seal is a painful experience), though a rumor unknown to Neji suggests that if Hinata's frail health eventually ended up killing her, Neji would be adopted to the main family as Hiashi-sama's heir. [ooc note: this is something I thought of myself]
It was not being branded that taught Neji to hate the main family, not was it solely Hizashi's own prejudices. Rather, his hatred was borne from the agony Hizashi suffered when Neji observed Hiashi-sama use the seal. This was solidified when he saw his father killed in Hiashi-sama's place, to appease the Raikage and stop a war between Lightning and Fire before it could start. His mother died of grief not long after Hizashi's death, and Neji threw himself into his training because of his desperation to prove that he, a brancher, could surpass those born of the main family. Emotionally, he closed himself off from all so that he would never again feel the pain felt when he lost the person he loved most.
Nine years later at the Chuunin exam Neji proved just how strong of ability and mind he was by figuring out the clan's two most powerful moves, which were not taught to the branch family. These moves were the Kaiten and Sixty-four. During the fight it was revealed just how potent the hatred in Neji was as he explained to Naruto about the "Hyuuga clan's destiny of hatred".
Neji lost the fight, but not before Naruto gave Neji something to think about: that for all of Neji's fatalism when it came to destiny and fate, Neji was nevertheless trying to fight and make his own destiny. Neji's never forgotten these words.
After the fight, Hiashi-sama came to see Neji, bringing with him a scroll written by Hizashi himself that explained that his death wasn't ordered--Hizashi volunteered. Like Neji now, Hizashi then was trying to escape his fate. This along for Naruto helped stabilize Neji emotionally, though it didn't do a whole lot to decrease his hatred.
Neji's sharp brain and keen intuition and observation skills made him a natural when it came to interrogating people. Add in the pupil-less white eyes and name of the Hyuuga clan and it's enough to make most anyone nervous, and that's before Neji even says a word. He's not adverse to using pain and fear to get what he wants from another, preferring to wound emotionally/mentally before moving to physical pain. This sort of thing brought him to the attention of the higher-ups in Konoha's Torture and Interrogation department. He was interviewed several times before being asked to apprentice in the department. He learned fast and is continuing to do so, focusing mostly on techniques to use in the field though he enjoys learning the kinds of things he can do with the equipment located in the rooms in the many floors belowground. Neji hopes to one day study under Morino Ibiki himself, in addition to making ANBU.
