In every mistake there is potential of growth. And they have learned. Mistakes are portals of discovery. The USJ incident were the League of Villains' debut, certainly, but it wasn't the best move. The kids, who should be victims, ended up being the real heroes. And the reason: they have underestimated the enemy.
With that clear, the League's next move became obvious: watch the kids first.
"But we already know them" someone could say at the League's reunion.
"We won't attack just those kids" would be the response.
The leader know it, if they really want to break UA, heroes' pillar, villains have to attack new students again. The school admited international students, probably to look stronger against them... So they must attack, and make UA look even weaker. That day, entrance exam day, professors weren't the only ones watching. UA system was hacked, live stream transmision was playing on the League's basement too.
"Can't we kill them right there?" said one gang member. "Just look! There's a dying kid! We don't even need our international support to arrive" making reference to the new aliance with american gangs and The mythos Beasts. Because yeah, if heroes have international people playing around, villains can have them too.
"And there's a girl with apparently two quirks, so shut up. This is somehow useful" said the skinny young man with skin patches.

The silver haired gentlemen sat in the back not really saying much,until the boy with the skin patches mentioned a girl with two quirks. "Two huh? I'm sure she has more at her disposal. After all she is my master piece." He said smirking as he walked from the shadows of the room,where he was staying hidden. "This will be fun, extremely fun." He spoke calmly with such charisma that he could rival All for One. He was just as intimidating to boot. His eyes shined a pale grey but started glowing crimson. As he thought of what the future held for the new students.
"Hope we didn't intrude on your party." Hydra the second in command said sneering. He was a tall well built guy. With Black hair that was tied back into a ponytail. His eyes were a deep greenish-blue. He was fund of torture as was Chimera. His expression changed as he saw the students. He seemed rather intrigued by them all.
They Sent the third in command to spy as a new teacher. So he wasn't present at the time. Though it was thanks to him the hacking worked.

"What the---?!" was the general reaction between League members right there.
"Invisibility quirk?!"
Those guys just appeared from nowhere. The empty corner were suddenly full of people they have never seen. Some minor crew members following the obvious leader. Since they were all villains, the next move should be attacking each other, and do the usual villain territotial stuff.
Luckily, Dabi was a bit more conscious than his pals. Remembered his first meeting with Tomura and anticipating that kind of behavoir, he smirked, still cold-headed.
"International allies, I guess... Let's not get psychopath. Join the show, it's about to over" pointing the screen with the exam playing on. That should be enought to calm down the others. Not the best welcome, but definitely better than a fight against their new partners.

"Wise, very wise. Ahh yes of course the show will end soon these kids have much learning but are still capable. Unlike the ones "he" tried to handle. Those were poor saplings that got lucky due to Almight's strength." Chimera said menacingly. He huffed and walked to the door. "I'm going to go take a tour of this country." With that he left the other's in Hydra's care.
"Well i guess we'll see how the crystal girl and nearly dead one react. Doubt it'll be much though from the looks of it" Hydra wasn't one to mince words nor was he one to keep thoughts in. He sighed as he watched the girl they spoke of earlier. She seemed to have grown more accustomed to her power. Chimera certainly would be pleased by the day the plan is enacted. He too was eager to test the child as well as the warp child she was helping. "About the invisibility quirk, no it's more of a sensory distracting quirk, not that it matters."

The League crew watched the tough guy while leaving. Some of them wanted to say something, but the fact that Dabi didn't react was an advertisement. And making it stranger, the second guy just talked about the exam, like nothing weird was happening.
"It doesn't..." Dabi replyed. "But your boss is mysterious... like, obvoiusly mysterios" some League members murmured about thinking the same, not the exactly words, but probably the context he was trying to explain. "Like walking into a room with a box on his hands, waiting for people to ask him what's in there, so he can laught suspisously and say he won't tell you... And sure he won't, but you know it's something important... Like that... That's how I feel about your boss"
"What?! And you are supposed to be the smartass?" yelled another pal.
"No doubt I am" he said, calm. "You were about to attack them, remember?" pretty clear why he was in charge of that League group.

Hydra just chuckled and smirked. Before walking out of the room, saying he was going for a bit of fresh air.
Before leaving he told Dabi to seek out their boss since, he already made a decent impression on Chimera.

All the interesting things already happened on that exam, so he get up to follow Hydra. As soon as they were out, Dabi started talking.
"You know? I joined the League of Villains because of Stain's words. Seems to be the right place to guide my personal intentions... I don't give a sh*t about foreign students" everyone knows how rude Dabi could be, but even then, he was conscious of dangerous consequences. "But sure... I can hear a good reason, about how this mission will get me closer to the goal."

Hydra smirked and nodded he looked towards the large cliff over viewing the city. "Boss is probably over there planning his move feel free to go look if you want" He walked off after that, vanishing into the shadows.

The international allies were pretty mysterious all along the reunion, the guys who stay watching the screen, without even mention why their superiors just leave the place. Dabi didn't follow those weirdos, but sure he asked Tomura about them the next day...
He was a bit dissapointed of his answer, to be honest; The Beasts won't be with the League on every move, only on important situations -in other words: personal situations-, wihch leads to entire weeks of not seeing them... UA classes already began, and no call from The Beasts.
