Volter is a city that caters to those who value beauty, fashion, and art above most anything else. This is a very
unique place to live. As the city was built primarily by Merfolk, half of the city resides under the water. Or has areas
where those who cannot go to land can still interact with the rest of the city. Most of the stone walkways have
been replaced with water canals that carry the more landlocked races through its streets. The stone and wood
walkways that do exist almost always have a dead end that drops into a canal, or loopback around to the middle
courtyard someway. No matter where you are in Volter, above water, underwater, you will most certainly be
entranced by this beautiful, glittering, city. The City itself is split into three districts all of which have an above sea
level and below sea level area.
