Yes, her mother Ren was scared that Akira might place all his affections on their daughter so decided to raise her as a man. {Yeah, she thought Akira might fall in love with her or something!} The only people that knew Akito was a woman out of the Jyuniishi was Shigure, Kureno, Ayame, and Hatori.
