Wanted legacy/villain: Joker

Flashes of blue and red lit up the skyies of Gotham, but these were not from the police vehicles as par the usual. These flashes were fireworks, their source seemed to be multiple rooftops; however few people were paying attention as at the very moment the first firework went off a familiar man in a purple suit appeared on every screen in the city. "Heeellooo Gotham city it's your very own Clown Prince of Crime, Joker back on prime time." The white faced man's bone chilling smile and crazed eyes just stared at the camera as if waiting for something. "Yes I know you thought after Batman up an left," a sour looked passed over his face. "I'd likely take over the city, but I ask you why. Mayor is a thankless job and such a burden." As he spoke the crazed villain walked towards a man tied up behind him, grabbing the man by his taped mouth. "Isn't that right mister Mayor? Just look at at this man practically crying, so sad." Faking a sad expression almost as if he felt bad the homicidal clown let go of the man's face. "And so the kind caring man that I am, I've come to his rescue unlike this Bat-fake I hear has been showing up around town. Or the mean and women in blue, many of whom just lit up the sky quite literally hee hee ha ha HA HA HA." Joker's sinister laugh hinted at just what he meant, as on each of the fireworks earlier a police officer had been tied up only to meet their end an a flash of color.
Returning to his previous appearance of composure Joker looked off camera to his right before looking forward again. "Being to saint that I am the mayor's vacation shall be a family affair. Harley let's say hi to the family, " the camera panned out to the right showing a sobbing woman, her crying children and even a whimpering dog all similarly tied up like the mayor. The camera returned to the Joker, "Now the real Batman would have swooped in by now, fortunately this Bat-fake is busy with the other things. Let's all say bon voyage Mayor, the camera panned out once again to show the whole family as Joker pressed a button. At the feet of each of the hostages a fuse was lit before they were shot into the air before exploding into a picture worthy of a Japanese firework display, it was the Joker himself lighting up the sky. The camera view would then return to the Clown Prince of Crime. "This message is to all my friends let's welcome Bat-fake to our city with a few broken bones or missing limbs. And to Bat-fake if you survive your welcoming party I'll be coming to visit you hee hee ha ha HA HA HA." With his chilling laugh the screens around Gotham returned to their normal programs while dozens of other villain's appearances flashed in the sky lit by other important families within Gotham attached to the fireworks.

Personality
A maniac. An absolute, utter, complete lunatic with too many things on his mind. He’s impulsive, rash and a genius so that’s all bad news together. The Joker is a certified Mad Man and likes to do whatever he pleases. He has little regard for other individuals – save for the possible use they might be to whatever plans he has; but in the end, they will die in a delightful fit of laughter. He is capable of many things and finds the worst kind of things funny. With a few cheesy jokes and laughs, he finds humor in everything and anything. And due to his mental illness, he contains several signs of psychological personality influences such as aggressive psychopathic, nihilism and extreme narcissism. Although, as some psychologists have decided The Joker is potentially “Super-Sanity” classified and potentially has no personality at all, being capable of making up his own for whatever deeds he wants done. He can go from whimsical and harmless to brutalizing sadist in seconds or months or days. It’s really whatever he pleases to do and how he personally feels. There is no one personality of The Joker – aside from the obsession he has for the Batman and tearing him apart in a game of knife throwing.

Dreams: Well, generally, it’s to screw with Batman as much as possible and cause as much as destruction as he pleases. His dreams shift on whatever whims he feels the day or moment of.
Dislikes: Batman, Harley Quinn, Penguin, People getting in the way of him and Bats, and when he doesn’t get what he wants or doesn’t get the joke just about sums it up.
Fears: He doesn’t particularly have a fear as he has thrown himself off buildings and done some terribly outrageous things. But perhaps it would be a world without Batman that he fears the most. Because without Batsy, who would be his next best plaything?
Darkest Secret: Not much is a secret about this mad man besides his motives, one would suppose. But then again, surely they are looking far too deeply into it.

Intelligence Level: The Joker is a rather eccentric character that permits his level of intelligence to be comparable to that of an genius. He is phenomenally skilled in high levels of chemistry and engineering, as well as a delightful expert on explosives. He is capable of high level, many streams, network hacking with equally impressive analytical skills. He is inventive as well.
Dominant Hand: Left-Handed
Strengths: The Joker is phenomenal at a many of things. That including stand-up comedy and serial murder for no real purpose at all! Not only that but he is an exceptional escapist, has an indomitable will thanks to his lack of understanding of right and wrong, an expert on disguise, with a fair strength in hand to hand combat thanks to the general athletic strength his lanky form possess and is extremely intimidating. He’s very good at torturing, destroying and mutilating individuals or groups of people at a time! He's agile and quick on his feet, with a fair deal of flexibility that makes him rather skilled in acrobatics.
Weaknesses: The ultimate weakness Joker has would be his mental illness. It’s the only thing that is majorly crippling about this man aside from the fact he has a soft spot for Batman. As much as he loves and hates Batman, his rivalry borderline defines his life and feels either he cannot function without having the Bats to play with or he can't function with the Batman.
Cherished Items:
His bombs are cherished simply because they are his. As are his chattering wind-up teeth. And his gun is a personal favorite weapon along with the occasional mini bombs he makes. Really, basically anything that is his he cherishes.
Philosophical/ Social Viewpoint: Everyone should die. And die laughing, because it’s the best. It’s his world to play in and everyone else is his play things. They should appreciate the humor he’s bringing to their boring, uneventful lives!

Biography
Regularly admitted and escaping Arkham, causing mayhem in Gotham and taunting the Bats – The Joker has been doing the same thing since he first came into the picture. Killing dozens, hundreds, millions and it never tallying up to the Death Penalty but insane; he always won the cases against Gotham and got sent to his cozy vacation home of Arkham Asylum. He’d fight with Harley Quinn – throwing tantrums, and violent fists and weapons at the girl before coddling her sweetness in apology. He just, generally, went from doing a variety of baddy person things; theft, murder, serial killing, bombing and laughing. The Joker has been doing what he does best; escaping death and causing problems for the GCPD and Batsy!
