Alrighty, I believe it is time to weigh in on this profile. I enjoy it, actually. However, there are some issues that need to be addressed and this is from me reading up on several things recently to make sure they were accurate. That being said, here is my assessment:
Negative Speed Force Conduit: I would say I have no issues with it, but here's something that might have been overlooked: Eobard needs Barry for this to function in the same way that he needs Barry for a lot of things. Think of this like the show as I was told that seems to be the basis you're using most of this profile from: When Cisco (Vibe) and Flash both went to Earth-2, what occurred? Cisco was unable to vibe due to the world's frequency being in another state compared to when he's on Earth and has to calibrate essentially. Same thing here. New Flash, different way of accessing the Speed Force, therefore the Negative cannot exist, just yet. That means everything associated with it in this profile will have to otherwise be removed.
Secondly is that this concept is too
unknown. By that, unfortunately, the creators never got a chance to fully expound on it's capabilities what with New 52 occurring as consequence of the Crisis. This means that even if we were to allow you to bring it back once said calibration occurs, the mods as a whole would have to figure out how to fix this broken mechanic because of the lack of comprehension the creators themselves failed to make mention thereof.
Memory Absorption: I think most are probably skeptical about this in that it ages a person. Maybe if he vibrates his hands enough, he can fish through memories, but take out the aging aspect and this should be good to go. From me, at least.
Reality Alteration: Not that much of a big deal. Other Speedsters are capable, however, of knowing when these changes occur. Mind you that Barry and Eobard both knew of the Flashpoint Paradox, both in the show, the film and comics itself.
I think that about covers it from me regarding powers. Now on to the rest of the profile itself:
Time Traveling may be an issue. Now, this may change, but what has been known is that a Speedster cannot go back in time due to the Void Earth having no past, to be technical. The Earth itself was a consequence of the Flaspoint, so heroes vanishing are because they've been naturally restored to their proper Earth. Furthermore, Eobard was also killed, which prevented him from ever returning until New 52 (Which even then, he himself was trapped in a realm in the Speed Force until Barry himself had to go there to get his powers back and so forth), so this may be his personal purgatory in a way. He's powerful, but without Barry, he's more toned down. That means he's going to have to rely on the new Speedster's in more ways than one, but still dangerous as he is a speedster after all. That means that his darkest secret might not be all that much of a secret.

SuggestionProbably look at Prime Earth's Professor Zoom (current New 52 version). He has some power to him and thanks to the New 52, he doesn't have to heavily rely on Barry to get by. I probably would say not to use the ability he stole from fellow Speed Force user that allows him to have seemingly ageless immortality.
