"Charm"-ing Collection - Ever since she was little, her grandmother always brought her a charm of some sort from wherever she'd traveled recently. Always something that seemed to really represent the location she was visiting. When she was a bit older, her grandmother told her the charms she bought were to ward off evil and protect her. She thought it was super sweet of her grandmother and ever since, she's been buying charms wherever she visits as well! She's got a small hoard of them that a majority of which are hidden in a box under her bed. The rest can be found on bracelets, necklaces, earrings, even hair clips that she wears!
Gardening - A hobby she finds relaxing, Harley loves to plant flowers and attempt to grow lemon, orange, and apple trees. Not that they ever make it to adult-tree-hood. But she tries! Her flowers do much better, and she finds she truly enjoys the gratifying feeling of knowing she helped the little sapling grow. She keeps a little flower garden out front that her father doesn't mind and encourages.
A Novel a Day Keeps Sleep Away - Due to being an insomniac, Harley has a knack for reading at night when she can't sleep. She'll find herself zoning out as she gets into the book, almost like sleeping, but the smallest sound will snap her out of it. She's learned how to be a swifter reader and can go through a whole novel in one sitting. She does try not to finish them so fast, but sometimes it's just such a good book she can't help it!
Virtues:
Curiosity Killed the Blonde - She has a disease. It's called 'curiosity'. And it gets the better of her nine out of ten times. Harley is quite infamous for sticking her nose in places it certainly doesn't belong. Like hearing whispers in the girls locker room and perching precariously against a locker to hear what is being said. Or hearing about some rumor from a 'reliable' source (basically anyone). Harley will happily go out to determine if the rumor is true. She has no doubt that one of these days, that curiosity is going to get her into some big trouble. So far, however, she's managed to stay out of it.
Feisty Pants - Harley also tends to be a bit on the feisty side with most of her responses being sassy or smartass-y. She's not actually a mean individual, just has a mouth that runs faster than her brain sometimes. Everything she says is in good nature, but it does get taken the wrong way on occasion. In which case, Harley will apologize right away and try her best to assure you she didn't really mean it. Sort of a knee-jerk reaction, like a reflex.
Adaptive - Though it may not be one of her most notable traits, Harley is a very adaptive person. She can handle change with ease and just tends to go with the flow. This can be anything from someone having mood swings to moving to a new house. She'll handle it all with a good humor and a smile, probably cracking some sassy jokes while she's at it!
Flaws:
Completely Missing the Point - There are quite a few occasions where someone is explaining or expanding on a something - could be an object, topic, variation in cooking directions - that sort of just blows by Harley. It's not that she's not paying attention. She just tends to not get what you're actually telling her and will nine out of ten times repeat whatever she did before after you've tried explaining that was not the correct or best option.
No Filter - A particular trait that has gotten her into trouble and many occasions, Harley doesn't have a filter on what she says. She tends to speak without thinking, only realizing she may have done so after it's too late. There is no ill intent in her actions, she just has a mouth that moves faster than her brain can keep up with.
Over works herself - Partially due to her over active mind, but mostly because she can be stubborn, Harley tends to over work herself. She'll work tirelessly at something she's feeling passionate about without much regard of time or the signs her body is giving her that maybe she should call it a night? There have been plenty of times she's gone a couple days without sleep (something that doesn't help her insomnia). She will, quite literally, run herself rugged with lack of sleep until her body just has had enough and she tends to pass out or sleep wherever.

Challenge: "Feel the wrath of the East."
Attacks: These are your senshi's abilities, which will be used in battle. These abilities correspond to your senshi's element. Think of it as a "summary" of what your senshi can do in one word.
Sailor Scout Attack: Eastern Dragon Petal
Seiryuu calls out her attack and throws her arms forward. A tiny breeze blows in from the East carrying azure flower petals that are directed towards her intended target. The petals are sharp enough to leave paper thin cuts on her opponent. This attack can hit a single target, lasting about 15 seconds and can only be used twice in battle.
Super Sailor Scout Attack: Eastern Dragon Blossom
Seiryuu calls out her attack and a small gust of wind blows in from the East carrying azure flower petals that swirl around her. She then thrusts her arms froward and directs her attack towards her intended target(s). The petals are sharp enough to leave shallow to moderate cuts on her opponent. This attack can hit any target in a five foot range, lasting about 20 seconds and can only be used twice in battle.
Her attack is easily avoided by being outside her range or shielding oneself with a thicker object (ie: a book, trashcan lid, bookbag, etc).
Eternal Sailor Attack: Dragon of the East
Seiryuu calls out her attack and a forceful gust of wind blows in from the East carrying azure flower petals that swirl together and form a roaring twister shaped much like an eastern dragon. She thrusts her arms out forward directing it towards her intended target(s). The petals are sharp enough to leave moderate cuts and may cause bruising from being hit. This attack will target any opponents in a seven foot radius around Seiryuu or her allies, lasting about 25 seconds and may only be used once in battle.
Her attack is avoidable through dodging as the twister will follow a zig-zag path as well as breaking Seiryuu's concentration as she directs it at her intended targets.

I don't...actually have much to crit on her. Her civilian is A+ (OMG INFINITY I AM SO HAPPY SHE IS HERE LET ME FLIRT WITH HER ALL DAY)
Powered side: Your powered side looks really good too and I really love how you've interpertated East!

Hey, Kyrieko! This profile looks really good and should be ready for a stamp in the very near future! I have only one thing to comment on; for her virtue, 'Insomniac'. Because insomnia is a disorder, this wouldn't count for a flaw, sorry! You could definitely use a personality trait that might be affected by a lack of sleep or ties into what you have written. It seems as though she overworks herself; that as a flaw could easily replace what you have written and tie in well to the rest of her profile (and would be totally valid, as pushing herself so hard that she hurts herself is a flaw!) If you have any questions or would like some other suggestions, please give me a quote and I will be happy to brainstorm! Otherwise, please quote me if you make any changes and I will be back asap to help you get her into play! <3
