The dress looks beautifully drawn and you seem to have a good understanding of how dresses are suppose to work!
I would recommend to have the forehead down a bit more, and the neck to be slightly longer, because the picture looks like it has a rather lot of motion in it! Slightly extending the neck and the direction of the head is mainly it!

The dress is actually from the Le carousel item but I think I made it a look different by making it flowy to give it a lot of bounce and spin since its a carousel item (like those carousels that go round and round @.@)
A couple of things to ask
1) When you mention the forehead going downward do you mean by lowering the eyes down?
2) Where should the neck extend? Do you mea by making it longer? (since the hair is long enough to cover the whole thing.)
