Purpose: 1st Division, Command
This division is the head of Gotei 13 and the ones responsible for relaying Central 46 orders, dealing with Soul Society law and monitoring the other divisions.
The captain of the 1st Division is also the head of all other captains and the leader of Gotei 13, given the rank of General Commander.
Likewise, the 1st Division vice-captain is leader of the vice-captains and has authority over all vice-captains, next to their own Captain and the General Commander.
This division has the least number of shinigami.
Description of Division: This is the only Division located at the center of the Seireitei; the rest are located around it in a circular pattern. The Division Headquarters is always busy and there are people constantly running around trying to get things done. Captain Shigekuni Yamamoto-Genryūsai is just as busy as any one of his subordinates looking over important issues and making sure that order and law are being kept.
The 1st Division seeks out soldiers who can serve as an example for every other division. Being assigned to the 1st Division is a great honor. The Soutaichou (Head Captain) sits calmly in the center of the assembled captains. Among the 13 Protection Divisions, the Head Captain's orders are absolute. In emergency situations, being able to make quick decisions takes guts. You need to be able to act quickly on your instincts before orders can be given. This is where the 1st Division's abilities really shine through.
Project Eden Ability: Sovereignty: As the first division they are suppose to be looked up to by the other divisions. So in the face of adversity with the other division members looking at them they truly show their strength. They receive a 20% bonus to a single stat for every ally Shinigami in the area, up to 200% bonus [10 PC Shinigami]. [Requires the Captain to teach division members with at least 100 Reiatsu.]
