I'll gladly take the job. I can't say no to the first person who
took me up on this offer, let alone when the character is
Green Arrow.
I'm just a bit fuzzy on the arrow border. Do you mean like
how I have that divider going on in this posting format?
The ▅ ▅ ▅ ▅ ▅ motif, but instead make them arrows?

Got quite a bit done, I hope it's to your liking.

I still have to add color to the quote and what
not, as well as in other places, but that's what
I've got thus far. I put his quiver info and other
equipment under the spoiler button so it won't
take up so much room on your posts.

Civilian format and hero format are definitely both doable.
I'll get on that as soon as I finish the Green Arrow format,
which is nearly done save for the missing colors.
