Fearless is definitely a word that many would describe Penna as. But she is far from it. She may have bright, colorful hair and wear strange fashions and listen to all types of music in order to help express herself more fully, but she is always has some trepidation when it comes to doing so with others.
She's quite compassionate and has time and time again sacrificed some of her life for others around her. And yet, she also knows when she doesn't need to do so. Many have taken advantage of her compassion too many times for her to count.
Penna can also be a little childish at times. She gets excited easily and makes it much easier for her to be persuaded when she is like that. Not to mention she can be pretty whimsical and just start doing other things if something else bores her.
But regardless of her daring and childish behavior, she's still aware of her responsibility and will lay her life down for those she loves and has sworn to protect.

Penna was born in a not so well off family. But that didn't make them any less happy than the rest of the people. Enrolled in the public school down the road with only her father to take care of her, Penna did alright. Sure, people might say that her neighborhood was a little sketchy, but things could have been worse.
Penna did a little above average in her schoolwork while she helped her father around the house. He was an instructor at the local community college, meaning that he had some time and knowledge to help with her homework and house work. Things were pretty good.
That is until Penna went to high school. Her father had been in charge of a particularly rowdy class that semester and one girl from a big, important law firm family did not like Penna's father. So when the girl went to ask him for help on an assignment, she tried to seduce him to get him into legal trouble. She was not of legal age yet and was hoping to get rid of him from campus.
And though the man had escorted her out of the building for such, she complained to the administrative office. Due to her connections with her family, she was able to get him fired. They were really lucky that the family had not tried to take him to court or to label him as a sex offender for the rest of his life.
So when Penna was sixteen, she immediately got an after school job to help her father with the bills. Her grades started to slip and she was doing all she could just to pass. Times grew hard and stress was high in the household.
And somehow, her father had met a nice woman to date in the meantime. The woman was very friendly and very nice, but Penna had not liked her initially. Perhaps it was because she had wanted her father to stay sworn to her mother for majority of his life. Or perhaps she didn't want to share what little time she had with him. You know, selfish stuff.
But the woman had money and Penna couldn't deny any help from her from where she was at. She even helped her find some places for her to grow and express herself at. She even bought Penelope this really nice tablet to draw things on.
Time has passed and the couple married recently. Penelope is now in community college in order to get most of her prerequisites out of the way. She also wants to stay by her father just a little longer before moving entirely away. Their neighborhood has gotten a little more rough overtime and she doesn't want him living there for the rest of his life.

Sailor Tourmaline
The Senshi of Expression and Diversity
Tourmaline
The World Triad
Much like the gem, Tourmaline has no one or two defining colors. Minus black and white (do you know how hard it is to match rainbow hair?)

Though Penna wishes desperately for a colorful fuku like the others, she is made to wear black and white with a little blue. Her skirt is rather shorter than her liking, though her long striped socks seem to fill that up skin gap nicely. Her top is long enough to cover the more important parts of her torso while a large bow and the regular collar go in their obviously designated spots. And she cannot be more thankful for the flat shoes she was able to run around in. She does not envy the senshis in heels.

Whenever Penna shouts, "Tourmaline Crystal Make Up" her transformation begins with a tuft of colorful smoke engulfing her. The smoke dissipates around her body in various speeds, revealing different aspects of her fuku at a time. At the end of the sequence, she strikes a pose (pose 5).

Penna is all about working with her fellow gemstone senshi. Though she is still her odd self and will at times go off on her own to settle things (given that the mission isn't too difficult of course)

Penna was gifted with the bō staff, though she isn't sure why. Perhaps it promotes the diversity idea?
Penna's transformation stick looks like a paintbrush that is metallic in material and all black in color, minus the tip of course. The top looks like it's dipped in all colors that can be seen by the naked eye and yet is completely dry. However, she can use it to transform and to also "paint" her disguise/copied form on.

Though not necessarily a power, Penna thinks of it as one. She is able to transform or replicate someone's physical appearance for a limited time. The longer she is in the form, the more energy she drains.

Tourmaline is able to summon one small illusion by her side that can help her attack the foe. Because of its small mass, it is able to compact the illusion "smoke" that Tourmaline summons and can retain a physical form long enough to deal a few blows. It can also be summoned to defend Penna, but it can only take a few blows.
Tourmaline tends to name her illusions when they are summoned. It's better not to ask.

This is where Tourmaline summons different types of illusions in order to torment or to confuse the enemy. There is no physical form, but if the enemy has mental or emotional trauma suppressed, it may not be able to take the incessant "whispers" that the illusions create.

Tourmaline's final attack. She is only able to use this in dire situations for the energy needed could bring her close to death.
Penna summons forth either a few large illusions or many small ones to attack the offender or protect her comrades/herself. They all have a physical form and can deal physical damage. However, performing this power leaves Penna very vulnerable for attacks -seeing as she has to control them- which is another reason, she refuses to perform it unless the need is great enough.

To be all fair and honest to all arguments she may make later, Penna is new to this whole senshi thing. She may act like most of the powers and such are easy to grasp, but frankly, she is having trouble still grasping the reality of it all.
Penelope first came upon her brooch at her father's rehearsal dinner. While more people were really there for her new step-mother, she knew a few were there for her father. But there was literally no one there that was around her age and, well, she got bored. So she decided to do some exploring around the premises to occupy herself until she was needed.
She had made her way outside to where there was a large fountain and small hedge decoration placed nearby. She had picked up a few rocks and tried to get them into the top dish of the fountain when she heard a cat meow.
Turning, she saw a lilac colored cat moving about the hedges with its eyes locked on her. It looked like a sweet cat, not one that wanted to attack her or anything. So Penna took that moment to go greet the cat.
But the cat was very evasive and would dance about outside, always a move ahead of her and easily made its way out of her line of sight. It was after a few minutes did the rainbow haired girl realize that the cat was gone. Almost as if she had disappeared into thin air.
Penna had turned to go back to her father, only to see a lovely brooch in iridescent colors along a black base. It was on the fountain edge, just sitting there as if it had been left on purpose. But Penna couldn't remember seeing it ealier.
For the rest of the night, she asked if it belonged to anyone. Obviously, no one claimed the thing and she was "forced" to take it home and keep it.
Rather than pin it on her clothes, Penna brought out some supplies and turned it into a necklace instead. She wasn't really into the brooch scene, so she'd rather it be something dangling around her neck.
A week or so passed and the cat from the rehearsal dinner showed back up in front of her house. Penna, confused, started talking to her like she understood what she was saying. That was when she noticed the bald spot on its forehead and recognized the symbol. Shock is the only emotion Penna remembers feeling before Diana spoke to her, revealing who she truly was.
Penna didn't want to believe anything that the cat said, seeing as she had a hard time believing someone as normal -and possibly bland- as her could be important on that scale. And part of her wondered why this was happening so late in her life. Weren't previous scouts a lot younger than her?
Because of Penna's reluctance, Diana brought her to the palace where she explained everything. The princess was not waking up and others had been summoned to aid in their mission. She was one of the chosen ones and needed to prepare herself for the dangers ahead.
Again, disbelieving all of it, Penna started to walk herself home. That is until someone threw something at her. Turning at an alarming rate to catch it, the girl found what looked like a paintbrush in her hand. Except this paintbrush was odd. It was short, metallic, and all black. Well, it was all black minus the tip which looked to be dipped in multiple colors. It was gorgeous.
And that was when a puff of rainbow colored smoke engulfed her. Seconds later, she was standing in a sailor suit and she felt immensely more useful. Shocked and appalled, all she could was scream once she realized that what they said was true.
Now, Penna has to juggle college life, working, and battling an evil that she has no feel for at all. Wasn't her life hard enough already?
