Oooh I remember seeing that one with the curls in the C&C forum when I was going through there awhile back! It's funny cause you had the shadows working great in that picture - it had a lot of depth too it and yes, now it does feel like you're being super delicate and hesitant.
It feels like you're making your style 'simpler' now, in comparison to that older picture since you're now using line art and simplifying the hair. In some ways that can make it harder - when you add more detail and depth to hair it gives you more room to work with lighting wise.
In your newer pic she's got short hair too which can be hard since it's simple already X3 I think it helps when shading hair to remember where it's all coming from. Even if you don't draw it in, think about where the fringe sections are starting from and then the rest of the hair. Think about the shape of the head beneath it and then where the light is coming from and add in your shadows.
Words fail me - have something I just drew up to hopefully make sense of it all.
Another thing I've noticed - you don't add things like creases or folds into the clothing and in the newer one the 'sleeves' of her black dress are flat with the white top underneath. Remember that even if the material is thin there will be a difference in the lines because one will be sitting 'on top' of the other.

emotion_facepalm i think my best bet for this kind of simpler shading is to just duplicate the layer and change opacity until it feels right x3
since the marker tool is super soft, at least with the settings its at rn, thats great for blending, but bad for harsh shadows oops

emotion_drool i suppose in that pic i could add the crease where the sleeve meets the arm, plus a second line to make the material seem harder, a line for the neck,,, and... maybe a line below her bust?
possibly at her waist too, a small < plus fold on each side :0
