Leadership
Ouen is the man with the plan, and he never hesitates to recruit friends and acquaintances into his schemes. He has, of course, absolutely no sway over the older and more experienced members of his clan -- but he has the sort of easy-going confidence that makes him a magnet for those his own age. He always sounds like he knows exactly what he's doing, and on a lazy day he has little trouble convincing others to go along with whatever crackpot scheme he's managed to dream up. Ouen probably doesn't actively think of himself as a leader at this point in his life, but his influence is undeniable. He spends most of his time surrounded by a band of other prentices (and any younglings who have escaped their guardians' watch). He relishes their company and does not normally enjoy spending his free time alone; he'd rather strike up a conversation with a mortal enemy then stay home and sit quietly in a tree.
Charisma
Having absolutely no qualifications for any sort of leadership, there's no way Ouen would ever be able to attract what following he does have without a fair bit of charisma. Fortunately, Ouen can be pretty convincing. He conveys a casual, almost lazy devil-may-care sort of attitude, making it easy for others to let their guard down in his presence. He's never directly confrontational but always seems to know how to push all the right buttons -- regardless of whether his aim is to butter someone up or annoy them (Ouen loves a good scuffle just for the fun of it). When he does get one of his stupid ideas, he speaks with a genuine enthusiasm that can be dangerously contagious. With the right combination of gushing, teasing, sweet-talking and whining, Ouen manages to talk even normally shy and reserved youth into all sorts of trouble. At this point, though, he's not particularly obsessive about his leadership. If someone resists his suggestions for long enough, he simply gets bored and leaves them alone.
Irresponsibility
He's got plans alright, but are they good ones? Almost never. Ouen is infamous for convincing his friends to do something stupid with him, and then running off grinning like a madman when it all (inevitably) goes sour. So far, no one has gotten seriously hurt -- but there's always the lingering chance that something bad may happen one day. If reproached about it by older clan members, Ouen swears that if anything seriously dangerous were to happen, he'll take responsibility and bring his friends home safe. So far, that claim has not been tested.

Ouen is tall for a shifter, lanky and lean. (It means nothing to him of course, but he sort of has the look of a yearling colt -- long legs, draping forelock of hair, always moving with an odd combination of youthful awkwardness and sure-footed grace). When resting, he practically folds up in a lazy pile of limbs, always leaning on or draped over something (trees, people, objects, himself, etc). When he's up and about, there's still some of the same looseness -- but Ouen is never clumsy. He's an excellent climber and jumper, a dextrous dodger, and an entertaining dancer (when he's in the mood). His face is always honest and expressive, always changing to display everything from spirited enthusiasm to... eye-rolling insubordination.

Ouen wears the typical tans preferred by Shifters, often a little on the worn-out side and never particularly impressive. Ouen doesn't mind -- as long as he's comfortable and free to move, he's more than happy with what he's got. In the future, he might be the sort to have one or two items of clothing he's really proud of (something decorated, with a story behind it), but for now he makes to with whatever is available.

His family (if you could call it that) isn't exactly affluent, so Ouen doesn't own much in the way of ornamentation. A couple of colored beads may decorate his waist from time to time, but that's about all. If he were to add any accessories, they would probably be made out of scavenged bits and pieces rather than any sort of precious materials (unless the precious materials in question were won, found or 'borrowed').
History:
No one's likely to be writing a praise-worthy biography of Ouen any time soon. He's never met his father, nor knows who he is -- he's sure his mother knows, but she has always been too timid to point any fingers. She was too timid to do much, in fact, besides stay home in Ast and try to raise her troublemaker of a son. And try is the operative word here, because, well, she wasn't much of an authority figure for the boy. She avoided all conflict, shied away from strong emotions and never had the courage to severely discipline or lecture him on anything.
Much to her dismay, Ouen and his reckless attitude thrived in this environment, practically given free rein to do anything he wanted. He never understood how much frustration he caused for his mother, since their relationship was never stimulating enough to warrant his interest. As soon as he could, he went off searching for more exciting companions -- and the older he got, the longer he stayed away from home, coming back only when he was hungry or cold (or hiding on account of some trouble he had caused). These days he barely sees his mother at all, spending most of his time wandering through the other Shifter settlements in Jauhar, staying here and there for a while until finding somewhere else to go. He strikes up friendships easily (sometimes with the most unlikely people) and is usually willing to accompany other wanderers on the road.
Today, Ouen seems rather unaffected by the recent events. He finds conflict more exciting than frightening, and is in fact rather curious about the invaders (and other species/clans in general). Although Ouen can be aggressive when it strikes him as a fun thing to do, at this age his aggression does not have anything to do with politics or territory; he's just restless and eager to prove himself, or just see how other people react. Being a wanderer to begin with, he's not a particularly bothered by the loss of some patch of land -- there's always plenty left elsewhere, after all.
Other notes:
I'm really pretty open on Ouen's development into later stages. Depending on who he meets and how they treat him (as well as plot events, of course), he could become a decent guy and a respectable leader, or a bully who picks fights just for the hell of it and surrounds himself with other unpleasant characters (who he uses to achieve some nefarious/selfish goals). Or some halfway combination of the two. Right now, he's just kind of naive and restless and lacking clear direction.
