If I remember correctly, Amon didn't use bending when he fought opponents. No no... Think of his father, during that trial. He bloodbended EVERYONE in that trial, the council, the metalbending police, the crowd, and AANG. Noatak is more powerful then that. 1. He never showed his bending, because he wanted to deceive people into believing he was a normal person. Though I think he actually was bloodbending in every fight just subtle enough so that he could dodge every move benders attacked him with. Yes, he was just that good. 2. When he was fighting Korra and Mako, he underestimated them. Especially Mako, when he used lightning on Amon. Amon said it was a shame to take away Mako's bending. Then he underestimated them yet again when Korra Airbended. He was in shock, he couldn't comprehend what was going on. He then subconsciously used waterbending to get out of the water, and revealed who he truly was. Amon in the end was underestimating every enemy, thinking he had control of every situation. That is why he looked so weak. If he went all out, and never ever EVER underestimated his enemies, he would destroy them...
