By definition, yes. There are many who use magick that are male, some of them even use the term warlock, though that term is historical use to define a man who has bonded to a dark force for power.

From what I've studied historically, "witch" has only been used as a gendered term for the past 200 years or so. There were usually MORE female witches, but there's no rule saying there's a difference.
