A small underground construct just past the Highway that is home to the Commissar since he left the clutches of deep Freeze. Entrance:Sealed by a signature key the commissar keeps on him
The place it's self: -There is a other room that is kept as it seems to be a library .Some paper but many of them stored on digital tablet that have been kept safe.there also sits a piano in the corner that the officer plays sometimes.

The walk through the city took about 20 minutes and by the end they found themselves under the highway overpass.He took a look around the area. his eye's clicked as they scanned the surrounding area. Off in the distance he head a dog barking. He slowly pulled luna off his shoulder and lowered her softly to the dead grass around his feet. croching down he pulled a side a piece of turn to reveal a man hole.The Man hole had a Symbol etched into it's surface. The sword with a COG and wings bracing the sword. It was a old symbol one forgotten to this world since it's fall. The commissar pulled a key from a chain around his neck. It was black like most of his uniform. It wouldn't have surprised if people missed it due to the color. "well home sweet home" he said as he inserted the key into a small key hole in the lid. He turned it and for about 3 seconds nothing happen before gears could be heard turning and a audiable click came from the lid.
The commissar opened the man hole revealing a latter leading down into a dimly lit tunnel about 15 feet down. He let annie go down first before he followed suit with Luna in his arms.He stopped at the top rungs to seal the lid by turning a wheel and inserting the same key into another hole locking them off from the outside world.He slipped the key into a pocket on his great coat and descended down the latter to where annie stood. It took him a second to touch the floor and walk over to one of the walls. his eyes instantly found the light switch and he flipped them on revealing the Bunker's interior. Two bunks each with a bed and a sleeping bag, a stove in the back, a small table in the middle with 4 chair's, shelves all around stocked with food one had a chess board set up with a game unfinished,another had boxes labeled medical, and then a room that lead off to the side. To the commissar this was home. He moved to one of the bunks and set Luna down handling her like a Victorian era doll.It was then he turned to annie. "please make yourself at home, you are safe here." he said with a relaxed voice as he took off his hot and set it on the table revealing his short brown hair but yet he didn't remove the mask.
"-there is enough food to last a person about 2 months down here by them self. -a good amount of medical supplies are kept, but not what is needed to cure the viruses that break out. "
This is a survival guild for a reason. Uriel will not have a lot of the stuff that he does have. Everyone will struggle to find food and water and medical supplies are rare. It's OP that your character has so much, and isn't what this guild is about. What's the point if there isn't a challenge?

You can keep the books and piano but the rest will have to go.
Annie eyes were sunken in and her skin was more pale than usual. Her vision blurred in and out of focus, but never did she complain once to the general since he had enough on his shoulder literally. They stopped at a bolted entrance and he lifted Luna off his shoulders, placing her onto the dried vegetation below. This area looked abandoned mostly because of the untrimmed grass and the rust encrusted on the metal lid. Turning the valve onto of the dome submarine looking lid, it opened with a screech of bending metal. The hinders loosened immense from the sheer weight of the iron being strained on them. Another lip barracked their way in and this time Uriel had to pull out a key to unlock it. The color of the key blended in with his attire and what was more intriguing was that it conceived the same symbol on it like the lid did.
The sword imprinted on the manhole cover had to be the legendary sword, Excalibur. She had seen a picture of it in one of the wrecked fantasy books at the public library. If only she would have kept the piece of literature instead of seeing it be reduced to a pile of ash by the director's command. Having the public's intelligence expand would mean that they as a colony would turn against him. The cogs surrounding the sword stood for industrialization or manics to empower the weapon. Lastly, the only allegory she could think of that stood for wings was freedom. She tried to cluster the emblem together to create one meaning for it, but the grogginess was starting to take affect. Her physical predicament she was in made her act like an empty shell, even the grind of the mechanism before didn't appeal to her. If the child was more energetic, she wouldn't stop bombarding him with questions like: How does the lid operate?
Once it opened, she obey automatically and climbed down the ladder into the serene bunker. The commissar descended the iron bars as well and then stepped lightly onto the carpeted floor. He cared Luna over to the comfortable looking bunk beds and laid her down. Annie examined the furnished room as Uriel insisted she relax. He strolled over to the table, and removed the top hat to reveal short brown hair. Hair grew on his scalp, but she didn't give up the assumption that he was an android. Her stomach grumbled and her legs wobbled, but if she stayed she would become to attached. The orphan liked being the man's alley and companion, however, she knew what must be done. Their was no other way to get an antidote and Luna time was about to expire.
"I can't stay. Uriel you don't understand the terms of obtaining a cure do you? Luna kidnapped me so she could trade me for one. I don't get to come back with you. I have to remain in the underground and fight to the death against other children." She began to back away towards the ladder knowing he would retaliate like he did when the teenage arose. Her head became heavy with grief and her body began to go numb, but she still moved.

Uriel had his back to annie but he could hear her stepping back towards the ladder.Her words where like a dagger in between his ribs. he had grown fond of the child. she in the short time he had known her, had eased his loneliness even if it was for a little while. He turned to face her the emotionless mask stared at her but beneath the leathery skin of Uriel's face took one of sadness especially loneliness.Yet he didn't make a move to stop her. Why would he, she had every right to leave they had just met and known each other for less then a day but yet the voice in the back of his head made him at least make a request. His lips moved yet nothing came and it took a second attempt to try the act. "If you must leave may I at least one request of you" he said bringing his hands behind his back and taking a very military stance. "I wish that I at least put a meal in you, I take it that you won't be fed properly." he said his voice soft and calming as he made the simple request hoping she would at least stay for a few minutes.
The commissar looked over to Luna. she lay asleep on the lower bunk bed.So much trouble for one girl.it was then thoughts of cruelty came to mind. Casting her out of the shelter and into the waste's above. he shook his head of such thoughts.'No that's the kind of thinking that lead to this world any way.' he thought as he turned and approached the shelves He slung off his back pack and pulled out his own military rations that he had. They wheren't very big but they would provide the energy needed to annie. he left annie to make the decision herself if she wished for a warm meal before she was to leave to "Fight" other children.The commissar whispered to himself."The world really is cruel." hs said quietly as he began to prepare the meals usin g what was left of his personal food.He placed what could be cooked in the oven and set it to the right temprature.
The sad thing was is that she wanted him to stop her and hold her close in his fatherly embrace. She loved being around him even if his actions were unorthodox and he had strange supernatural abilities. Around him, she felt safe there was nothing else in this world that she wanted more. She couldn't detect his facial expressions behind his mask, his voice though was sympathetic as he invited her to stay for one last meal. She couldn't deny this banquet even if she wanted to, and without hesitation she walked back over to the table and sat down. Her neck bare chest bare extended over the edge of the surface because the furniture must be fit to his measurements. The two naked birds in the box looked delicious and Annie licked her chapped lips impatiently. "I'm glad you said something. I hope I'll make good company." She exclaimed as enthusiastically as she could, however, she was on the verge of fainting.
He whispered something and she tried to decipher it, but couldn't and felt terrible about it. So instead she tried to lighten the conversation by asking more about his past incite or general information. "I know this is a sensitive subject, but where is your family?"

A smile graced uriel's face as he heard her move to the the table and take a seat.He opened the oven and set the timer. It was gonna use what was left of the gas in the oven's system but he didn't care, She deserved the meal. His hand was a blur over his dagger at his waist as it sliced open the can of bean's. Uriel let it sit there as he turned on his heel. His eye's fell on annie. she looked out of place at the table. Like a doll at a tea party. Uriel caught what she said hoping she was keeping good company. "don't worry your head, having met you I see there is still some good in this world over the thieves and murderer's that roam this world." he said as he took a seat opposite of her. The metal screeched against the floor as he pulled himself into the table.Bringing his hands up he rested them on the table. The gloves hid the metal that hmade them up but that didn't stop of the clink that sounded as they rested against the metal table.
He was taken off guard at her question of a family.Sadly he couldn't recall them any more, and knew for a fact if he had they would be dead. "There dead, I have been alone for the past two hundred years." he said with a quirky smile under his mask. Even now he had no intention of removing or even when the food was ready. He was ashamed of his face for just looking at it reminded him of evil's past. "But what about you, do you live alone or is there some one who takes care of you?" he asked as a return answer to her question
His swift movements indicted that he wanted to get the meal as quickly to her as he could. His knife glided through the aluminum can as if it wasn't there and some of the beans even splattered onto the counter top. Igniting the burner, he placed the raw bird into a rusted pan, de-boned it of course before he did. Uriel plopped down on the chair across from her and the metal of his exterior scraped against the furniture's metal. Solemnly, he replied that his family died ages ago and she regretted ever asking the question. Two hundred years of solitude sounded unbearable to the point where she would be begging for death. The orphan didn't understand how he could keep living after all this time with his heart full of sadness. That organ had to be really and not something fabricated out of spare parts. She took a deep breath before responding back to him, but she had the feeling he already knew the answer. As if he malnourished complexion and disregard of clothing wasn't apparent.
"No. I believe they left me one the orphanage door step when I was born. I think they couldn't take care of me and wanted a better future for me by leaving me there. If they didn't I wouldn't have met you, right?" She smiled and wanted to see him smile at least once before they parted ways. Gradually, she inched herself off the chair and onto the floor and grabbed a hold of the table's edge for support. Annie advanced towards him and when she was to him, she lifted her hands up to his mask to accommodate him from taking it off himself.

Uriel had spent so much time in side that pod all he could do was dream and even then in cryo, you don't really dream. The years had passed quickly though before he had awoken to this time and the old bunker he had awaken from untouched to before the End. It was then he heard Annie talk about her family,about how she was abandoned in the attempts to give her a better life. Yet deep down he was glad they did so he could have met the girl before him. "Yes i am glad though that I was able to meet you." he said softly. It was then his eyes watched her get up from her seat and begin to head to him.He froze like a deer caught in the head lights of a car. She worked her small frame over to him before stopping next to him. he watched her hands move to his mask and begin to try and take it off.His hands came up and took her's as she began to bring it up only revealing his mouth and chin. Yet even this much exposed caused him discomfort in his heart. There was patch work of burn scars across his revealed neck and half of his revealed face. The scars that would always be there. "Please no more further It only gets uglier" he said with a soft tone like before. It was becoming a habit of talking to her like this, as if he really did want to take care of this girl. But unless she allowed him he knew she would be leaving soon to go to the fighting arena.
The male's gloved hands wrapped around hers when his mask was half lifted. She could see his scars and brunt crisp skin obscured from the world. Wires ran from his neck to under his chin confirming that he wasn't human even though she didn't need physical evidence. He had the face of a hero and she never once thought that it was disgusting to view. "It's what counts on the inside...not the outside..." Annie was glad to see what little she could before her body finally gave into unconsciousness. Her raccoon eyes closed and she feel back with Uriel holding her hands to keep her from crashing to the ground. The orphan was just to weak to stay awake for much long even with the foods aroma beckoning her.

Uriel watched annie. his golden eye's watching her. He knew she could see the scars that covered his neck and lower face.'Is she judging me?' he wondered. Horrid thoughts of rejection from the girl filled his head as he felt her grip begin to slip. He felt her body go limp in his arms as he caught her before she hit the ground."ANNIE?" he barked in surprise. He raised her up in his arms. The robotics had no problem but his actuall core body like the stumps of what where left of his fled and blood body where worn and tired. He carried over to one of the beds. gently he laid her down placing her body upon the bed with utmost care. " might just be out due to lack of nurisment." he said to himself as he raised a hand to brush the hair out of her face . He picked up the blanket form the end of the bed and drapped it over the small girls frame. Sure that she was resting he moved to the food quickly pulling the bird's out and setting them on the counter where they could cool off. He moved back and pulled a chair over to where Annie slept and took a seat. Today had been a long day so he was glad she was sleeping.
